Deputy Chairperson of the Federation Council of the Russian Federation
Born on 29 June 1950 in the city of Nizhnyaya Salda, Sverdlovsk Region. In 1972, she graduated from the Sergei Kirov Urals Polytechnic Institute with a degree in engineering and economics. PhD in Economics and DSc in Social Sciences, professor. For 20 years she was engaged in teaching and research. Author of over 150 papers on economic, social and political issues.
Since 1990 – delegate, Deputy Speaker (1992–1993) of the Sverdlovsk Regional Parliamentarian Council.
1994–1996 – Deputy of the Council of Federation of the Federal Assembly of the Russian Federation, Chairperson of the Federation Council Committee on Social Policy.
1996–1997 – Deputy of the State Duma of the Federal Assembly of the Russian Federation, Chairman of the Subcommittee on International Humanitarian, Scientific and Cultural Cooperation of the State Duma Committee on International Affairs.
Since 1997 – Deputy and since 2000 – First Deputy Minister of Labour and Social Affairs of the Russian Federation.
April 2003 – March 2004 – Deputy Prime Minister of the Russian Federation on Social Affairs.
April 2004 – December 2007 – Chairperson of the Social Insurance Fund of the Russian Federation.
On 2 December 2007, she was elected a deputy to the Fifth State Duma, Deputy Speaker of the State Duma Committee on Budget and Taxes.
On 4 December 2011, she was elected a deputy to the Sixth State Duma, First Deputy Chair of the State Duma Committee on Labour, Social Policy and Veteran Affairs.
Since 22 September 2014, she is a Representative of the executive authority of the Voronezh Region in the Federation Council. Deputy Speaker of the Federation Council of the Federal Assembly of the Russian Federation, member of the Federation Council Committee on Social Policy. Initiator and drafter of more than 40 laws, including laws on social protection. Full State Counsellor 1st Class of the Russian Federation. Decorated with state orders and medals.
The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.
The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, helps foster social entrepreneurship and charitable initiatives.
Each year, the Foundation’s events draw participants from 209 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5,000 people working in Russia and abroad.
The Foundation works alongside various UN departments and other international organizations, and is building multi-format cooperation with 212 economic partners, including industrialists’ and entrepreneurs’ unions, financial, trade, and business associations from 86 countries worldwide, and 293 Russian public organizations, federal and regional executive and legislative bodies of the Russian Federation.
