Maxim Bystrov was born on September 16, 1964.
Education: Moscow Institute of Civil Engineering majoring in Hydro Power Plant Construction (1986), Russian Academy for Foreign Trade (1998).
Starting from 1986 he worked at the Moscow Institute of Civil Engineering as an engineer of the Department of Hydro Power. In 1987 he started working at the USSR Ministry for Energy as an engineer for Moszagranenergostroy.
He has gained a multiple business experience working in field of the Russian business structures during the period of 1989 - 2001.
From 2001 to 2006 Mr. Bystrov held positions of Deputy Head of Unit to Deputy Head of the Tariff Regulation and Infrastructure Reforms Department at the Ministry for Economic Development and Trade of Russia.
In February 2006 he became Deputy Head of the Federal Agency for the Management of Special Economic Zones.
In November 2007 – he was appointed Deputy Minister for Regional Development of the Russian Federation supervising the activities of the State Corporation “Olympstroy”, as well as of the Investment Fund of the Russian Federation.
In August 2008 he became Director of Work with Government Bodies and Public Organizations at the Ltd «En+ Management».
Starting from June 2009 he held the position of Deputy Head of the Industry and Infrastructure Department at the Russian Federation Government, where he was in charge of energy sectors.
Starting from March 2010 he was appointed Deputy Envoy for the President of the Russian Federation to the North Caucasian Federal District and the Investment Authorized Representative of the President of the Russian Federation to the North Caucasian Federal District.
In November 2013 he was appointed Chairman of the Board of NP “Market Council”. 16.05.2014 his appointment was confirmed by the decision of the Annual Shareholders Meeting.
At the moment he also is member of the Board of Directors JSC “SO UPS”, RusHydro and Rosseti.
