The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 209 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5,000 people working in Russia and abroad.

The Foundation works alongside various UN departments and other international organizations, and is building multi-format cooperation with 212 economic partners, including industrialists’ and entrepreneurs’ unions, financial, trade, and business associations from 86 countries worldwide, and 293 Russian public organizations, federal and regional executive and legislative bodies of the Russian Federation.

KEY CONCLUSIONS
Tourism in the EAEU countries is recovering after the pandemic, providing a multiplier effect for the economy

In 2022, the volume of mutual tourist flows between Russia and the EAEU countries exceeded 6 million trips, indicating a gradual recovery of tourist exchanges to pre-pandemic levels. We observe positive dynamics not only in terms of the number of trips by Russians but also in terms of trips between countries. <…> The EAEU countries have a large shared territory, land borders, and there are about 700 weekly flights. <…> Tourism, as a sphere of interaction between regions, has enormous potential, and this is confirmed by the strategic directions of Eurasian integration until 2025 — Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation.

According to some estimates, this industry accounts for 10% of the world's gross domestic product, and the contribution of tourism to the global GDP reached nearly $2 trillion in 2021. <…> We know from expert assessments that tourism develops more than 50 additional related industries. The EAEU countries need unified standards in the tourism services sector

If our goal is to create a unified tourism space, and we have already set such a goal, then the quality service standards should be unified so that tourists know that four stars in Russia are the same as four stars in all other member countries. Therefore, we propose actively moving towards harmonizing the standards that relate not only to hotels but also to the quality of services, service standards, beaches, and other infrastructure — Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation.

We are currently finalizing the analysis of the comparability of quality standards for tourism services. Quality standards are directly related to infrastructure, in many ways it's being built anew, and there's an opportunity not to fix the old one, but to initially do it the way it should be done. ISSUES
Restrictions in banking settlements hinder the development of inbound tourism

We are facing a certain number of challenges. The main challenge is related to the restrictions we have in banking settlements between countries, primarily in non-cash settlements. We are actively working on resolving this issue and hope to make 'Mir' virtual card available for inbound tourism in Russia already this year. This means that tourists can book a trip from their own country and receive a physical 'Mir' card upon arrival to be able to make payments in Russia — Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation.

Developing unified standards is complicated by differences in the legislation of EAEU countries

Each country has its own product, and it is difficult to harmonize differences in legislative acts, change legislation, and synchronize it. But in things, in products that we do not have, it will be much easier to do so. <…> For example, in Belarus, there are no huge navigable rivers, and this product is not developed. Consequently, everything related to small vessels is not regulated. This also applies to yachting. There are still many questions regarding service and safety <...> Regarding Kazakhstan, we can say that we were not quite ready to solve them. SOLUTIONS
It is essential to create a common tourism space for the EAEU countries

The most important undertaking that we will have to carry out is to work out a concept for the development of tourism in the Eurasian Economic Union. The goal of this concept is to determine the ways, possible methods, and mechanisms for tourism development in the EAEU countries in the future — Ernar Bakenov, Director of the Department for Development of Entrepreneurial Activities, Eurasian Economic Commission.

We consider the development of joint routes within integration and the creation of a unified tourism space as one of the key directions for tourism development, not only between our countries but also to attract tourists from countries that are not part of the Union yet. We need to continue this work. There are already examples, such as the intergovernmental tourist mountain route "Rosa Khutor – Chimbulak – Amirsay" (Russia – Kazakhstan – Uzbekistan, respectively), which is currently in active development. There are integration tourist routes like Mari El - Belarus and many other developments — Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation.

We need to agree on common rules, and it is very important for us to use the current opportunities so that the Silk Road, which has always brought people closer, can now become the thread on which our routes will be strung like pearls — Inna Ray, Chairman, Corporate Fund "Touristik Kamkor".

There is a need to exchange information to improve efficiency in tourism in the EAEU

We need to develop components that represent the essence of the tourism business so that people can have both fun and knowledge. We need to develop not only tourism but also accessibility and attract new investments.
