The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 209 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5,000 people working in Russia and abroad.

The Foundation works alongside various UN departments and other international organizations, and is building multi-format cooperation with 212 economic partners, including industrialists’ and entrepreneurs’ unions, financial, trade, and business associations from 86 countries worldwide, and 293 Russian public organizations, federal and regional executive and legislative bodies of the Russian Federation.

We sometimes forget about the role of the developer. We speak a lot about games, about their content, but we also need to remember that they are made by people. And the community which has taken shape and which has dedicated itself to making games of course requires special attention from the government. Conversations should take place with these people, and there should be a focus on education, so that people understand that each character, each action, each logical step forward taken in these games ultimately has a bearing on the moral and spiritual health of the people playing them. This is very important, I think. Behind all the regulation, we must not forget that it is important – indeed absolutely essential – to work with the community

In fact, today’s games market is made up of Russian games and developers, and foreign games and developers. Most of these are still here, and generally speaking there is access to them. So, I think that in any case, we will remain an open market for the foreseeable future, and indeed, the President spoke about this. Companies will come, so it is crucial to determine a procedure for foreign companies and games to reach the Russian audience. That way, we can make sure that preferences, funding, loans, and simplified taxation all work genuinely effectively. That’s because you can invest all you like into Russian companies and Russian developers, but it is clear that major international studios have resources which dwarf those of other companies. We need to bear this in mind, because we need a pathway for foreign players to enter the Russian market
