The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5,000 people working in Russia and abroad.

The Foundation works alongside various UN departments and other international organizations, and is building multi-format cooperation with 173 economic partners, including industrialists’ and entrepreneurs’ unions, financial, trade, and business associations from 78 countries worldwide, and 188 Russian public organizations, federal and legislative agencies, and federal subjects.

Given the current global situation, we need to give priority to Russian developers. Today, the field for distributing content is very much constricted. Unless they find workarounds, Russian developers cannot access various games stores. And there are only two Russian stores – MY.GAMES and VK Play, perhaps one more. I would suggest using these stores and freezing the commission taken by them for sales of Russian games a specific period of time. This would be an important step, which should directly encourage studios to put their working capital into developing games, and not leave the market

As a result, the government will probably take on the role of a global investor of sorts, including for this kind of content. That’s because this is an area of strategic importance. If this happens, then it will be important to change the rules somewhat and make it a bit easier to receive the relevant subsidies, grants, and money needed to develop projects. That’s because we understand that in contrast to traditional IT companies, games studios can find accounting to be a very difficult undertaking, and struggle with things like leads and reporting (in the traditional sense) on the money they currently have. Related to this, the second point is simplifying the procedure for receiving government funding in order to develop games. This is very important, because if we do not do this, then even if a studio can make a game, it simply won’t be able to do all the paperwork, and the idea of funding will simply disappear

The protection of rights is a very important point. That’s because we talk about how nobody ever focused on them, and that is not the case. There have long been court cases covering rights violations in respect of digital property in virtual worlds. There was one interesting dispute recently in which a metaverse artist copied a Birkin bag and got a copyright infringement lawsuit filed against them. And there’s an example from Russia from just yesterday. Someone noticed what was happening in the gaming industry and how Sony was pulling out. He filed a lawsuit demanding that he be allowed to replace his PlayStation. The issue was, it had no disc drive, so he could only get games by downloading them from the PlayStation Store. However, discs were covered by parallel import, so if you had a console with a disc drive you could still play, and you weren’t deprived of games. Having examined the case, the Russian court concluded that the decision by PlayStation to switch off its store severely impacted its product. It therefore ruled in favour of the consumer, obliging the distributor to replace the console with one that included a disc drive. And the further we go, the more questions will arise in this area
