There are sizeable regulatory and taxation barriers for a company that makes a transition from a small one to medium-sized, and in this sense, we want to make this barrier as insignificant as possible so that companies are not afraid to grow and turn into larger ones

Training Employees to Implement National Projects
The greatest value of training is being in a community and sharing ideas. The most important thing is not even what you hear from coaches, teachers and lecturers, but what is happening beyond the classrooms and auditoriums. Networking, ideas, communication, meeting new people – all this helps to form a completely new vision on interaction

‘Rebooting’ Regional Development Tools
We need to pick up and codify the best experience available and then turn it into a new special preferential regime. Its point is to provide a special set of support measures depending on the region, the project, the investors that are ready to enter the region and the investment volume. This will help find a more flexible approach to create special tools, the region will get an opportunity to select a set of tools for specific project parameters instead of using a fixed set of preferences. At the same time, the conditions the investor used to enter the region should stay unchanged

The draft law on social entrepreneurship is to go through first reading in the State Duma in March. The Role of the Regions in Popularizing Entrepreneurship
Our recent efforts to promote a movement as vital, beneficial, and incredibly significant as entrepreneurship marks an unprecedented event. We need to adopt non-standard approaches and fully focus on practical solutions. To start with, it is important that we agree on who is our target audience for this project. In my opinion, it is not only made up of entrepreneurs whom we need to assist, it is also made up of people who are not currently entrepreneurs, but would like to become one in the near future, and whom we can help achieve this. Only 2% of Russians today express an interest in running their own business. The potential to increase this figure is genuinely massive

Regional Policy in the Context of Russia’s Spatial Development
The first important area of work is significant concentration of efforts to optimize authority of the regions. For many years we have been working on optimizing the burden on small and medium-sized businesses, optimizing control and regulation, introducing procedures that do not allow new damaging regulations that increase costs. As for the regions, such work remained out of our reach. <...> It is important to discuss how to create a mechanism that would prevent new powers from emerging, rather than how to optimize the existing ones

The National Project to Develop SMEs: What Will Be Done in the Far East?
We should once again take a look at the channels of communication with entrepreneurs. There is still demand for convenient, comfortable, and high-quality channels for interaction between entrepreneurs and the authorities [...] We should also focus on the use of digital platforms and electronic methods of interaction. This is something that will seriously enhance the convenience of working with support institutions — a format in which entrepreneurs can learn about services, receive services, and interact with the authorities and development institutions all within a single window. This is something that has been talked about for a long time, but we still haven’t managed to realize at all

It would be nice to additionally focus on unconventional sources of funding — ones that don’t presume the existence of any physical infrastructure: crowdfunding, crowdsourcing, factoring — these are what could serve as an additional source of funds for entrepreneurs, and what has been forgotten for some reason today
