Timur Zhaxylykov was born in 1968.
In 1993 graduated from M.V. Lomonosov Moscow State University with major in «History», in 1997 graduated from the Institute of Political Studies, Strasbourg (France) with Masters degree in the field of European studies. In 2003 he graduated from Kazakhstan Institute of Economics and Finance with a degree in «Economics».
During his career he worked in the administration of the President of the Republic of Kazakhstan, the Ministry of Industry and Trade of the Republic of Kazakhstan, the Akimat of Almaty.
From August 2010 held the position of Chairman of Board of Investment Fund of Kazakhstan JSC.
From February 2012 to April 2017 held the position Vice-Minister of Economic Development and Trade of the Republic of Kazakhstan, Vice-Minister of National Economy of the Republic of Kazakhstan.
From April 2017 was appointed to the position Member of the Board (Minister) for Economy and Financial Policy of the Eurasian Economic Commission
