Before creating any kind of new system, I think it is crucial to conduct an audit of old ones. We should understand why they don’t work, why we forget about them, and then go about creating new ones. <...> During the COVID-19 pandemic, our country and the ministry amassed an enormous amount of beneficial experience. Our system proved to be the most professional one there is. Now we need to take these practices and apply them to the reality that exists in the personnel system. We need to address the personnel deficit and the state of medical institutions

Challenges and Prospects for the Russian Labour Market
We must create a public platform for vocational education where requests for employee-sponsored training can be posted…. My proposal for the Far East is that every investor who comes here and becomes an ASEZ resident is permitted to use budgetary funding to seek out specialists for the enterprises they are building here in the Far East

Challenges and Prospects for the Russian Labour Market
47% [of university graduates] don’t work in their field. This means that the state isn’t seeing a return on the funds it’s investing in people… There is no mechanism allowing school leavers to properly respond to the expectations of employers, with an understanding of where they can expect to be in five years, that there are people waiting to employ them and happy to provide a guaranteed job with certain perks

Challenges and Prospects for the Russian Labour Market
When we are discussing the labour market, we must always keep in mind that we are talking first and foremost about people. People want to be happy and successful, start a family, and live comfortably. That thing we dryly refer to as self-fulfilment is actually a question of the choices people make in life

The Far East: Resource Frontier or Driver of Growth?
Let’s make an additional incentive for Far Eastern investors and regions. When investors approach us and sign their first agreements, we should immediately estimate how many jobs they plan to create and what professions they will need. This will help <…> Far Eastern regions order government sponsored training for qualified personnel for specific investment projects. Most importantly, investors will have to guarantee these jobs will be created. They will also assume an obligation that the young folks, who will get this government sponsored training under a three-lateral agreement, will have a guaranteed job with these investors

Tourist and Recreational Zones of the Far East: Smart Approach for Integrated Territorial Development
Just as we have the Golden Ring in the centre of Russia, we have an opportunity to create the Far Eastern Ring. In order to implement this project, there is a need for an electronic platform. It should be a convenient interactive form for tourists, that gradually leads to applying for an electronic visa

The Architecture of Public Health: International Experience and National Priorities
We have drafted a law which aims to outline a good diet for a child – one which specialists claim will offer sufficient nutrition and will support their health and all-round development. <...> We are working with the government to ensure that all children in primary school are provided with free hot meals. These are investments in health. <...> It may also be beneficial to draw up a declaration at the World Health Organization covering the requirements and quality and safety standards for school meals across the world. <...> We would suggest that consideration is given to offering a single set of technical regulations, using the example of Russia and the EAEU. This could serve as a quality standard for every producer and create an understanding that there is a shared responsibility for people’s health, life expectancy, and quality of life

Making Environmental Preservation an Economic Asset
Here, in Russia we will start a national project on environmental issues, which means the government is working to preserve human health, ensure life expectancy, a comfortable living environment and, at the same time, stimulate the development of modern economy through high, high-tech standards

Making Environmental Preservation an Economic Asset
Our task is to make a person the centre of attention, <…> and the government should be the main pillar of it. Therefore, it is urgent and paramount <...> to introduce regulation similar to industrial safety appraisal. <...> There should be a procedure that would protect our territories from non-profit organizations with the foreign agent status, which will hinder their development in such a creeping manner

Making Environmental Preservation an Economic Asset
Today, in order to make a step forward, businesses must do such appraisals, as industrial appraisal, industrial safety. In this department, regulation is impeccable. Requirements for experts and their accreditation.<...>Moreover, these experts face criminal liability should they provide inaccurate information. What is happening with the environmental appraisal, which has a governmental status? The Ministry of Natural Resources contractually attracts any public expert, who does not bear any responsibility and their activity is not accredited. <...> It’s the government that holds principal interest in protecting human life and safety <...>that’s why it should make the government environmental appraisal a truly government one

Making Environmental Preservation an Economic Asset
The benefit of the economy is inseparable from the standard of environmental safety and public good, because the very development of the economy by modern standards certainly includes environmental security as a separate factor. <...> As it is declared, today the government and the society share the same priority: it’s successful economic development, social well-being, a comfortable environment and the safety of human life

Breakthrough in the Far East: How to Become a Leader for Growth in Private Investment
First of all, it makes sense for us to fight for a separate Far East section in the national demographics project <…> We need to create an interactive media platform, which investors could use to apply for a specific number of workforce needed, as well as required professional skills and qualities. <…> I suggest an innovation for Russia’s Far East: let’s recruit teachers and doctors with a five-year perspective. Over this time, we’ll be able to create living conditions, provide them with housing and everything else. And we’ll do it specifically for the Far East
