The Character of a City Defined by Urban Habits
The time has come to reconsider the spatial development of the country. This is a very difficult, complex issue. Russia is a multinational country, and for many years, ever since the Soviet Union, our territorial development has been based on nationality. This is why it is a painful topic

Qualitative Growth: The Expansion of Agglomerations in Response to Global Challenges
In the short term and medium term, people here will be living in large agglomerations, small towns, and rural areas, so naturally state policy should above all be based on what people want today, where they want to live today, and what services they want to receive, and trends should be clearly reflected in public policy. That’s why the set of tools will be different for each such territory, and people will decide for themselves where to live

Innovations and Investment Driving Broad Regional Development
At present, the Ural Federal District is building 6.5 million square metres of housing. In order to fulfil the targets of the national project by 2024, we need to build 7.8 million square metres [...] By 2030, we need to build 10.3 million square metres of housing. This is quite a serious leap forward, so if we don’t prepare the infrastructure, we won’t be able to take this leap forward [...] Now the most important task, considering that the main decisions have been made and the regulatory framework has been prepared, is to polish the mechanisms and work out all the details on the ground. The regions of the Russian Federation themselves should be more active in this regard because certain requirements are being imposed on the protection of each project, very serious and high-quality substantiations need to be made, and this work simply has to be in full swing now

Housing, Utilities, and the Urban Environment: Effective Investments
Much depends on the regional authorities. Among other things, they create such prerequisites as regional and local tax benefits, additional support incentives, and business subsidies. Public-private partnership brings about good practices, when the economy is updated, business brings new interesting technological solutions, uses new materials, and after a certain period of time we see that the system of public utilities is fundamentally changing

Housing, Utilities, and the Urban Environment: Effective Investments
Currently, the Ministry is working on a housing and utilities sector strategy. We want this document to be as public as possible, so that as many representatives of the expert community as possible take part in the discussion of this project. At the same time, given that we are engaged in both construction, and housing and utilities – and these are the two sectors that go hand in hand – there are a lot of intersections. Therefore, we now have an important task of intersecting these strategies with each other. <...> In the near future, we must finish our work on this programme and introduce the first draft to the Government. I think there will be a serious discussion

Housing, Utilities, and the Urban Environment: Effective Investments
Today, the tariff regulation that exists in the Russian Federation. <...> is the main problem why business stay away from investment in housing and communal services. We are constantly looking for a middle ground. Somewhere it is possible, in some territories of the Russian Federation, it goes better, in some it goes worse. <...> We are talking about small towns. We are talking about rural areas, that include a low tariff base, a rather troublesome economy, and a small amount of financial resources in this system. Of course, this does not attract business there. Therefore, the position of the Ministry in this regard, <...> when we talk about small towns and, of course, when we talk about rural areas, under today's system of tariff regulation, we should rely on budget support

One of the main directions we are working on today is information modelling in construction. <...> On 1 July 2019, Federal Law No. 151 came into force, which introduced the concepts of information modelling and of construction information classifier. All this is now present in the Urban Planning Code

Transforming the Construction Industry to Increase the Investment Potential of Far Eastern Regions
Since 2012, the cost of construction has increased by about 40% on average across the country. <...> With the help of the deflating index, we compensated only about 24% for the increase in the cost of construction by 40%. 16% is a net withdrawal from the industry. We received dried estimates, the price of contracts where there was no profit, and, unfortunately, it showed quite a bit of losses there. As a result, the number of bankruptcies of medium-sized and large enterprises has doubled over the past four years

Deputy Prime Minister Vitaly Mutko instructed us to develop a strategy for construction industry up till 2030, and this is what we have been doing. Reform of the Construction Industry. Transition to a New Mechanism of Housing Construction
There is an instruction by the President. When he addressed the Federal Assembly, he set a task to develop a product equivalent to mortgage: when a person can borrow with an appropriate rate for a long term to build an individual house. Indeed, there is no such product yet, but we are working on it. There are quite a lot of problems here. Banks are cautious about land plots and future houses – this is not enough to issue enough money for construction. Apartment is more liquid than individual house

As for the current work, over the past years we have largely lost our skills and, firstly, we need to talk about engineering, because the engineering companies that are present on the market today — and a good project is 80% of success — there are almost none left. That Soviet school of engineering which we had, which then became Russian school — unfortunately, the 1990s took their toll on it and even in the 2000s it kept being ruined.
