Territories of Advanced Development in the Far East: Topical Issues of Improving Legislation
We are currently working on improving things. We have established multiple institutions to help us keep our finger on the pulse. We are in a constant dialogue with the business sector. I can say that we are moving forward with Delovaya Rossiya (Business Russia) and several associations made up of our residents at the Free Port of Vladivostok and advanced special economic zones. We have also conferred with members of the Primorye branch of Opora Russia. To be honest, this also brought to light the fact that some things had not been finalized at the State Duma. It emerged that we had excluded some important regulations which would enable us to alleviate things for entrepreneurs. We’ve taken note, and will return to the matter presently

Small Business – Big Strength
There is the so-called Kurils regime. You can go there now, you are not a long way away, in the Kurils. Register any company there, it does not have any special requirements, no business plan, nothing. And you are covered by the special regime, without making the corresponding application to apply the so-called regime. And you are released from the main corporate taxes for 20 years... And in my view, it is the best regime the Far East could have for projects to start and survive. Because we consider that here, in the Far East, I have said many times, it costs 1.5–2 times as much to launch a project and make it work. Reaching the client costs a lot more here

Small Business – Big Strength
The biggest issue (for business – ed.) is a lack of cheap, long-term funding. Or access to it. Everyone is talking about programmes. I have read all those programmes. Only those with the best accountants and the ability to pay for access can get into those programmes. They are practically the same as bank financing

Small Business – Big Strength
We are always talking about the potential for growth, although we never seem to find the right key to start the motor… As a government, we have been reacting faster to these (sanctions – ed.) challenges, but I think that time will do it faster, and entrepreneurial initiative. Give people the chance to work and reap the benefits, so that they adapt our economy to today’s challenges, today’s conditions

SAR: Welcome Back
We propose allowing companies to invest in regional funds and to choose what to invest in specifically [SAR residents are currently obliged to invest at least RUB 300 million in the construction of social, transport, energy, and utilities infrastructure in their SAR. This must be done within three years of applying for a tax incentive – ed.]. We also [need to – ed.] expand the list of constructions classed as infrastructure to cover tourist facilities in the Far East

The Legal Framework for the Development of the Arctic in the Context of Global Change
At least one trillion rubles a year should be invested, starting from the medium-term programme in order to reach the level of the Central Federal District. <…> It is necessary to build an investment climate, investment opportunities to help entrepreneurship to develop, so that the social sphere develops through the country

The Legal Framework for the Development of the Arctic in the Context of Global Change
You know that our Ministry [of the Russian Federation for the Development of the Far East and the Arctic. – Ed.] was formed ten years ago to pursue development of the Far East in integrated manner. Our ministry was very different from all other federal executive bodies. You know that our management system is based on the sectoral principle – someone is for transport, someone is for another, we are for the whole “jacket” in general. It seems that we established a management system

The Legal Framework for the Development of the Arctic in the Context of Global Change
We can imagine what the input conditions are necessary for business to be developed. In fact, it seems like there is no market, no goods, no work, no services, because it is a very difficult area. That is why all our logic for the future, for improvement, is designed for us to show our colleagues that a country of 10,000 kilometres long and 55,000 kilometres across is still different

The Legal Framework for the Development of the Arctic in the Context of Global Change
We need to ensure that citizens know that they have fuel, food, that they can survive. <…> We should understand that, of course, we will not create those conditions for a person living in a remote village, that we create in Moscow

Resources in the Far East: From Exploration to Integrated Development
I went down into a mine recently and saw automated tippers there, and everything done electronically, and Wi-Fi working. I realized that our mineral mining may soon be just like the space industry

Everlasting Value: The Potential for Gold and Precious Metals
When they buy from illegal suppliers, the price of gold is on average two or more times <...> lower than the average market price. This is especially the case for Magadan Region, and other regions of the Far East as well. Some legal mining partnerships obtain licenses for the development of deposits, but they do not actually produce, <...> they merely imitate this activity. In this case, it is more cost-efficient for the cooperatives to buy gold from artisanal miners, rather than bear taxation and other legal administrative and production costs

Everlasting Value: The Potential for Gold and Precious Metals
In the regions of the Far East, where such activity is basically widespread – I mean, artisanal miners – it is often the case that no regulated activity is performed. That gives people an incentive to violate the law

The concept of the medical cluster includes extending the 160th Federal Law on the medical clusters to cover the territory of Russky Island, <...> involvement of foreign medical organizations. <...> The structure of the medical cluster we have been working on includes the creation of diagnostic, therapeutic units, as well as multi-disciplinary institutions

Advanced Special Economic Zones and the Free Port of Vladivostok: Configuring Preferences
There is a wonderful Far East Development Association. I would fully endorse an ASEZ Resident Association. They are a very good idea, because they allow you to achieve consensus and help federal agencies in their work
