The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 2,500 people working in Russia and abroad. In addition, it works in close cooperation with 122 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 69 countries worldwide.

Biography
Born on 31 May 1966 in the city of Khabarovsk.

Upon graduation from high school in 1983, he entered Khabarovsk State Medical Institute; graduated in 1989 with a major in General Medicine with a diploma of a General Practitioner.

In 1998 he graduated from the Khabarovsk State Academy of Economics and Law majoring in Finance and Credit with a diploma of an economist.

In 2003, under the Resolution of the State Commission for Academic Degrees and Titles, he was awarded a qualification category of a Candidate of Medical Sciences.

He started his career in 1989 as a clinical resident of the Department of Hospital Surgery of Khabarovsk Medical Institute.

From 1991 to 1992 – a physician of the Department of Thoracic Surgery 301 Military Hospital, Khabarovsk;

From 1992 to 1996 – oncologist of the Surgical Department of the Regional Oncology Centre, Khabarovsk;

From 1996 to 2000 – surgeon of the Surgical Department, Deputy Chief Physician for Procurement of the Regional Oncology Centre, Khabarovsk.

From 2001 to 2005 – Head of the Organizational and Methodological Department of Administrative Affairs of the Administration of Khabarovsk.

From 2000 to 20005 – Head of the Department of the Ministry of Healthcare of the Khabarovsk Territory;

From 2005 to 2006 – Head Physician of the Public Health Institution ‘Regional Clinical Oncology Centre’ of the Ministry of Healthcare of Khabarovsk Territory.

From 2006 to 2007 – First Deputy Minister of Healthcare of Khabarovsk Territory – Head of the Personnel Policy, Information and Expert Work Department.

From 21 March 2007 to present – Minister of Healthcare of Khabarovsk Territory.

In 2010 he received the State Award ‘Honoured Physician of the Russian Federation’.

State decorations: Commendation of the Ministry of Healthcare of the Russian Federation (2004); Honorary Diploma of the Ministry of Healthcare and Social Development of the Russian Federation (2010); Honorary title ‘Honoured Physician of the Russian Federation (2010); Medal of the Ministry of Healthcare of the Russian Federation ‘For Merit to the National Healthcare (2014); Honorary Diploma of the Governor of Khabarovsk Territory (2015); Letter of Commendation from the Governor of Khabarovsk Territory (2014, 2016, 2017).

Married, with two children.
