1970 graduated from Moscow State Institute of International Relations (MGIMO) and started work at the USSR Foreign Ministry.
19701986 held different posts in the USSR Embassy in Denmark, the USSR Foreign Ministrys Scandinavian Department and the General Secretariat; graduated from the Advanced Training Course of the Diplomatic Academy, defended a thesis on the foreign policies of North European countries (PhD in History).

19921996 Director of the European Cooperation Department at the Russian Foreign Ministry responsible for cooperation with the OSCE, the EU, NATO, the NACC, the WEU, the Council of Europe, and regional European organisations.
