In 2004 joined the Ministry of Transport of the Russian Federation, where he held a number of positions.
2010 Advisor to the Minister of Transport of the Russian Federation.
2012 Aide to the Minister of Transport of the Russian Federation. In this position he was in charge of developing mechanisms for attracting non-budgetary investment in transport infrastructure.
Dmitry Tvardovsky has a vast experience in preparing and implementing projects of public-private partnership in transport and transport-related infrastructure. Oversaw drafting legislation for concession agreements regulation.
Dmitry Tvardovsky was part of the group that organized issuance of the first infrastructure related bonds. The funds raised through bonds were used for road construction.
In 2014 headed a subsidiary of Russian Highways (Avtodor State Company). In this role he was in charge of building a corporate and financial structure for the holding system of the subsidiaries for their further merge into Russian Highways Holding.
Dmitry Tvardovsky was in charge of the Strategic Planning Department at Russian Highways, where he formed a programme for highways and expressways that provided for spatial development through transport related infrastructure.
