The Roscongress Foundation – a socially oriented non-financial development institution and a major organizer of international conventions; exhibitions; and sporting, public, and cultural events.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 2,500 people working in Russia and abroad. In addition, it works in close cooperation with 122 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 69 countries worldwide.

1983 — Worked as a gas-electric welder at Mikrodvigatel Plant in Kaliningrad Region.

1983–1985 — Completed compulsory military service.

1986 — Worked as a Pioneer movement youth leader at the Orlyonok National Pioneer Camp.

1987–1989 — Komsomol youth movement functionary in Zelenograd District and the town of Gusev in Kaliningrad Region.

1989–2000 — Head of youth enterprises in the town of Gusev, Kaliningrad Region.

1999 — Graduated from the Higher School of Privatisation and Business.

2000–2005 — Lawyer at Tekhinvestmed Scientific-Technical Centre in Moscow.

2006 — Completed professional retraining at the Northwest Civil Service Academy.

2005–2010 — Head of Gusev Municipal District in Kaliningrad Region.

2010–2016 — Governor of Kaliningrad Region.

2016–2017 — Plenipotentiary Presidential Envoy in the Northwest Federal District.

Since December 25, 2017 — Aide to the President of the Russian Federation.

Since June 26, 2018 — Presidential Plenipotentiary Envoy to the Urals Federal District.

Full State Counsellor 1st Class of the Russian Federation.
Holds a Candidate of Sciences degree in psychology.
