Resources in the Far East: From Exploration to Integrated Development
Amendments and modifications to the current legislative framework need to be planned to minimize regulated times for carrying out investment projects. The time to begin carrying out a project is 4–5 years from the time it is initiated: including the deposit in the list of licensed sites, taking into account the bidding for the right to use subsurface resources, design and survey work, expert opinions, providing infrastructure. We can reduce all this many times and carry out investment projects much faster

Resources in the Far East: From Exploration to Integrated Development
The state needs to guarantee to the investor that the terms of investment will not change throughout the entire period of design stage, including tax benefits, power rates, railway rates, and so on. It is precisely these parameters that we use in the project’s financial model

Resources in the Far East: From Exploration to Integrated Development
Development of railway infrastructure to promising deposits is the key element for carrying out an investment project. We need advanced development of the railway infrastructure because it is its actual presence that is viewed by the creditor as a guarantee of product sales. It is important to design and build transportation infrastructure facilities to provide services on the basis of the long-term territory development plan

Resources in the Far East: From Exploration to Integrated Development
We need to increase the scope of geological exploration using state funds. Most of the undeveloped coal deposits were explored back in the 1960s through 1980s and identified as projected mineral resources. All this needs a significant outlay of funds for additional exploration

EAWF Retreat Lounge. Continuous Development: A Choice or a Necessity for Women Leaders?
Is the quality of leadership innate or acquired? <...> Of course, a person is born with a particular disposition or temperament. So, it would appear that a leader is born. However, they also need to traverse a specific path. They need to acquire experience – substantial experience – to become a true leader. It is vital to be respected, for people to flock to them, for people to be inspired by the example they set. And before becoming a leader, the person in question needs to pay a great deal of attention to people’s professions in and of themselves. They need to focus on people who shape the economy, who directly do things and produce things themselves. That’s because without production, you have no economy. And that means we would have nobody to manage, nothing to discuss, nobody to monitor, and nothing to advise. That is why professional skills in some area of production should lie at the heart of things

EAWF Retreat Lounge. Continuous Development: A Choice or a Necessity for Women Leaders?
Coal mining is by definition associated with a tough, male character. And it’s no secret that most of our employees are men. In all likelihood, this is primarily due to the fact that working in the mines is physically demanding, which is why men work there. <…> However, if we speak about women, then cutting-edge technology is making it possible for women living in remote regions of the country [to work – ed.] too. <…> We want there to be gender equality at our company. Today, we are seeing more and more women involved in the production side of things. Over the past five years, their number has grown by virtually 150%. Today, around 6,000 people work at Kolmar. Of this figure, almost 800 are women, with 180 working specifically in production. What jobs do they do? They are lathe operators, electricians, geologists, surveyors, and of course, managers

Including the Far East in Global Value Chains: Effective Strategies
Despite the crisis, despite the drop in prices [for coal, – Ed.], we chose constructing mines and concentrators. We ended up with high-quality coal, and this quality is stable. Output refining gave us a high-grade concentrate with marginal added value, which allowed us to triple the price of our product and opened up promising export markets in the Asia Pacific, where we are now successfully selling our products

Russia–India
We successfully sell our products in the Asia-Pacific markets. For us, the Indian market is that of the highest interest and priority. Deliveries of psi-coal and anthracite to India are now underway, while the coking coal niche is virtually unoccupied

Advanced Special Economic Zones and the Free Port of Vladivostok: Configuring Preferences
Investors should be guaranteed the benefits and conditions for receiving them that they were offered and on the basis of which they signed up to the ASEZs and planned their business models. <…> We would suggest submitting all draft amendments to existing rules in the Tax Code that affect residents for public discussion

Advanced Special Economic Zones and the Free Port of Vladivostok: Configuring Preferences
Federal Law No. 300 came into force in August 2018, introducing amendments to statutory regulations that worsened the position of the taxpayer. This is a very dangerous trend, and could lead to negative consequences for residents’ activities, going as far insolvency and bankruptcy. <…> The image and attractiveness of the ASEZ tax regime and the development of the Far Eastern territories as a whole are being weakened

Also, there is a heavy social burden on companies.
