Bringing the Far East Closer: Approaches to Reducing Transport Costs
We conducted a survey and asked the participants what they see as the main problem in the development of the Far East. And 63% of the participants answered that it was the insufficient development of transport infrastructure or high transport costs. So we understand that today transport remains a bottleneck that limits the development of one of the most promising regions in the world. At the same time, the [response] ‘insufficient carrying capacity of the Eastern operating domain of the railway’ ranked first

Challenges and Opportunities in the Next Round of Development in the Arctic
There is no infrastructure in the Arctic, and any part, screw, or aspirin tablet must be delivered in advance […] Any small project becomes complex in reality. You have to build a road, an airport, an area where people can live, an industrial facility itself, a port

The challenge is to move the financing relationship between Japan and Russia outside of these sanctions. For example, financing in euros or in yen. This would be very positive and would allow us to take advantage of the cheap rates on loans in Japan in Russia

The demand for equipment and the demand for capital both remain in Russia. Russian capitalism, in the positive sense of the word, is young, and there is little national capital in the country. Interest rates on loans remain very high, and the requirements of the national bank, the Central Bank of the Russian Federation, to credit policy remain stringent

Time to Blur the Ocean’s Borders: The Potential for International Integration Projects
Russia has an opportunity to create a new access point to the sea in the North, an access point to the non-freezing part of the Arctic Ocean. This is the Nenets Autonomous District, the place is called Indigo. This is the final point for the Gulfstream. [...] The north of Russia, the Northern Urals, Western Siberia are now becoming actively involved in international trade, and this is the closest point for shipping out exported commodities. Fertilizers from the Perm Region, timber from the Komi Republic, oil from Western Siberia, metal from Cherepovets — these are the commodities that gravitate toward the closest shipping point, which is Indigo

Much has changed in the 21st century, including the way we think about transport. If previously the distance was measured in kilometres, for passengers today it is measured in hours needed to get from point A to point B. <...> The concept of transport has changed for cargos as well. Cargo transport is no longer measured in kilometres. Today, it is the cost of delivering a unit of cargo from point A to point B, which includes not only the transportation cost in and of itself, but also the costs of transshipment at the port of arrival and at the port of destination, warehouse storage, insurance and other expenses are integrally taken into consideration. We see that Japan, as a very developed economy and society, navigated through these changes and reformed its transport system, starting from 1980s. In many ways, Russia is only now conducting this process

Extracting Solid Mineral Deposits in the Arctic: Increasing Investment Appeal
Compared to liquid and gaseous mineral resources, extraction of solid mineral resources has specific aspects that make this business in the Arctic a very difficult task. First, the CAPEX [companies’ capital expenditure on acquisition and modernization of physical assets – Ed.] is increased, because open-pit operation requires large amounts of equipment that under northern conditions has depreciation period of 3–5 years. Second, as opposed to oil and gas projects, mining projects involve huge numbers of people
