Denis Tikhonov was born in September 9, 1977 in the town of Aleksin, Tula region.
Graduated from Tula State University, Department of Economics and Department of Cybernetics.
Until 2007 he held the post of Deputy Head for Economics and Finance of Aleksinsky District.
From 2007 to 2013 Director of the Economic Development and Investment Department of the Tula Region Administration, Minister of Economic Development and Industry of the Tula Region.
From 2013 to December 2014 Deputy Chairman of the Government of the Tula Region.
Since January 2015 Investment Commissioner of the Government of the Tula Region.
In 2015 according to the National Rating of the Investment Climate in the Russian Regions research conducted by the Agency for Strategic Initiatives (ASI), the Tula Region was among the top 10 regions in the country with favorable conditions for business development.
In 2016-2019 General Director of AO «Корпорация развития Дальнего Востока» (Korporatsia razvitiya Dalnego Vostoka / Corporation for the Development of the Far East).
March 11, 2019 he was appointed head of the Department of Economic Policy and Development of the city of Moscow.
