Fiscal and Tax Policy. The New Reality: Challenges and Opportunities
The main goal, of course, is to not reduce investments. And this is a matter of the fiscal policy. I think that budget investments are a dampener in this way. When there is a risk of a reduction in private investment, public investment should be increased. There is an infrastructure menu, and it needs to be indexed [...] An inter-budgetary menu needs to be offered to the regions. We have regions with limited opportunities. More targeted funds need to be allocated to them to provide a boost

Fiscal and Tax Policy. The New Reality: Challenges and Opportunities
The problems we are seeing today in terms of fiscal and tax policy are, of course, risks associated with a decrease in budget revenues. Even though the economy is functioning stably as a whole, we know and see that this is happening in certain sectors, and there are major and serious difficulties for these regions. Here the tax and fiscal policy needs to stand tall. I will give an example from the Chelyabinsk Region. This is a metallurgical region [...] There are already problems today with a decrease in demand, an exchange rate that does not allow exports with an appropriate margin, and so on

The Electric Power Industry in the Changing Times
One of the tasks I see for now is to active contribute to import substitution. We are actively working towards this goal. We have facilities that I think are world-class. Today, we are working on the energy storage system and power distribution transformers. Inverters, converters to DC, AC and reverse current are pure import substitution, which we are actively involved in. We are also involved in fast-charging stations. A few years ago, we installed one in Chelyabinsk, and the number of electric cars increased significantly

The Electric Power Industry in the Changing Times
The choice between reliability and excessive financial burden is always present. Currently, there is an evident problem – the inflation rate does not cover all the existing tariff solutions. Moreover, underregulating also exists. This is why the government needs to help the electric power industry. <...> There are government decisions on discounted credits for the too-big-to-fail facilities in the electric power industry, but as far as I know not a single one of them managed to get hold of them. As for the electric grid, the existing tariffs do not match the present economic situation

Regional Development: An Economy of Possibilities
Regions are prepared to take on more responsibilities, while the number of governors with KPI only proves that this is what we are aiming. <...> There is a new term ‘COVID-related federalism’, which means that regions have got more opportunities and responsibilities. <...> To a great extent, governors have been successfully dealing with it. <...> The idea is fairly simple: probably, we will not be able to make all 85 regions self-sufficient, but striving for over half of our regions being independent is right

Regional Development: An Economy of Possibilities
Many [regions, – Ed.] face the situation when they do not have enough for current obligations, let alone development. This is why the borrow. When one borrows for current obligations, it is not development – it is disinvestment

Regional Development: An Economy of Possibilities
When it comes to development, it is important for regions to get new opportunities. Basically, the government <...> has created this mechanism. When we say infrastructure menu or budgetary and infrastructure loans, we mean getting the opportunity to earn this way and to get a development budget. <...> We will select projects and will be ready to defend those projects and develop them additionally. Budgetary and infrastructure loans worth RUB 500 billion alone and infrastructure bonds worth RUB 500 billion. <...> It is important that these mechanisms will help us with such big projects. However, we would like more

Innovation in BRICS Countries: Main Directions and Prospects for Cooperation
We may represent different countries, but we are united by innovation. Developing companies can be found in the regions of our countries, and we should take note of their potential. This is a key task for regional governments. We want to push this agenda to the fore at the upcoming forums [SCO and BRICS in Chelyabinsk in 2020, – Ed.]

The Digitalization of Energy: from Local Solutions to Transforming the Industry
The place and role of the state is extremely important, especially in those areas that are regulated, and the new opportunities that appear in the state can also either give this process significant momentum, or slow down the process. Here we need correct, considered decisions

Unlocking Russia’s Potential in the Global Renewables Industry
We need to work on rate subsidies. That is also the right possible solution to the problem, because that too increases the cost of our projects; and it is not a matter of regulation of the power supply contracts programme for renewables, it is a problem of a larger scale

We see how <...> the main indicator, the CapEx (capital expenditure – Ed.) decreases. Last year, 35% decrease for wind power, 30% for solar power; if in 2015 we paid 155 million roubles per one megawatt of wind power, today it’s already 57 million plus something

Unlocking Russia’s Potential in the Global Renewables Industry
Thanks to the active joint work of the government and businesses, renewable energy in Russia already is a success as an industry. The volume of generation doubles annually on the wholesale market of electric energy. Over 300 megawatts of renewable energy may be introduced this year. In isolated energy districts, power plants based on renewable energy sources and hybrid power plants are already starting to replace traditional energy sources. The development of regulatory legislation has been completed, which will allow introducing renewable energy sources for ordinary households. The main task for the development of country’s green energy is creating our own technological and production basis, which would be capable of expanding the presence of Russian producers in the global energy markets. We set ambitious tasks and, of course, we will strive to accomplish them
