Where Spaces Meet Technology: New Solutions for Territorial Development
The fourth imperative (of the National Spatial Data System - Ed.) is to offer quality services. That is done for people, that a client, a person can feel. We are aiming to develop nine new services by the end of the year, three of which are related to construction, which is a priority due to it being a key industry

Where Spaces Meet Technology: New Solutions for Territorial Development
Firstly, as promised, at the end of this year we will create a federal state network of geodetic survey stations. This will improve the accuracy of all cadastral measurements and prevent register errors, overlapping plot boundaries, and so on in the future. Secondly, by the end of the year, almost 50% of the country will be covered by a common digital cartographic base. I would like to remind you that last year we launched two services through which you can easily access maps and cartographic bases online five times quicker than before

Five Years of the Far Eastern Hectare: Entering the Agglomeration Phase
We have a lot of land. We have to be honest and give people the land that is in demand. Probably, we need to think together about providing something apart from a chance to pick a plot of land. This territory must come with infrastructure, all the issues related to spatial planning must be resolved there. There must be social infrastructure, so that people could plan their lives for the long term, so that they can see that future prospect immediately with the choice of this or that site. Support measures are needed, and without support measures, there are refusals and land remains undeveloped

Five Years of the Far Eastern Hectare: Entering the Agglomeration Phase
Russia is ahead of its time and has created best practices for finding, selecting, and registering rights to land plots. A barrier-free tool for obtaining a plot of land has finally emerged

The Power of Territory: Spatial Data as a Key to Development
Exhaustiveness of data depends on the regional management teams and the synergy of regional management teams, territorial and federal agencies, and professional market players. The content of the digital platform we are building together, the quality of client services and territorial development management are vital at this stage

The Power of Territory: Spatial Data as a Key to Development
I would like to note that today’s pace of data generation, its exhaustiveness and quality are insufficient.  We need to frank about it, although Roreestr and its management teams accelerated it by a factor. <…> We are adding about 10% a year, but it is not enough. Today we need to take care of such important matters as setting boundaries, recording boundaries and settlements. There is a need for adding this data to the register faster, as managerial decisions are not possible without them

The Power of Territory: Spatial Data as a Key to Development
Over the past two years, we joined our efforts with State Duma deputies, senators and the Government of the Russian Federation to adopt 40 federal laws, with 28 being reviewed, and to develop a development strategy for our Service as a spatial data infrastructure. On 1 December 2021, the state programme ‘National Spatial Data System’ was adopted. The programme is structured like a pie. Probably, for the first time ever it combines a national geodesic network, a domestic electronic cartography resource based on import substitution, and an aligned main information system.   <…> The experiment helped us shape the technology, polish all the mechanisms and implement the state programme pretty flawlessly. We have developed a whole number of client services. It was a huge effort, but the content will depend on the completeness and quality of data

The Foundation of Sustainable Development: Construction and the Housing and Utilities Sector as the Basis for Economic Growth
From 29 June, we are going over to paperless document management; we no longer receive paper documents from multi-functional centres, so two days at least are saved. <…> Today, it takes only 24 hours to register 84% of mortgages in the country – this is a vital indicator and a new challenge. <…> We have found 70 thousand hectares a year for housing construction, for individual home building, for apartment blocks. <…> By 2030, we will have found 200 thousand hectares and have resolved the problem with the database for development, not only for housing construction moreover. <…> A resolution has been signed on creating a unified digital platform – the National System for Spatial Data; this is a very important project, the digital profile of any territory, one where full, precise information can be rapidly obtained for management decision-making

Digital Twins: The Future of Spatial Data
Yesterday we submitted the draft state programme ‘National System of Spatial Data’ to the Russian government. It’s a system-forming document that is consistent with the best world practices, in spirit, in meaning, and in trends. I believe we have every chance of becoming leaders by 2025. Key initiatives as part of this strategy include the creation of a state geodetic network as well as a software and hardware complex. This involves creating a unified electronic cartographic base and a complete and accurate register

Digital Twins: The Future of Spatial Data
Here’s what we have today: various imported cartographic bases, which generally serve as the platform for the compilation of the corresponding data layers. Numerous regional and municipal services are already being formed on this basis. [There is] incomplete and inaccurate data not only in the [Unified State Register of Real Estate], but also in other information systems and departments. Today, as historically has been the case, out of 172 million objects in the [Unified State Register of Real Estate], 48 million do not have accurate information about the copyright holders, 24 million land plots do not have exact boundaries, and 4.5 million objects are registry errors that have historically accumulated. Information about real estate is not consolidated

Digital Twins: The Future of Spatial Data
Significant growth [has been seen] in the volume of the cartographic and geodetic market and geodata services. Over the past seven years, it has grown two and a half times. It is growing by 15–20% per year
