The Cities Where Russia Begins
We were in Chita quite recently with the team. Chita is an amazing city. I called from Chita to the President of the Russian Railways [General Director – Chairman of the Board of JSC Russian Railways – Ed.], and he said: "Chita, in its workload and importance, is not only the Russian railway capital, but also the railway capital of the world." I know that the Russian Railways are investing in the plan of the forecourt that should become part of the modern city

In any city that we visit, we see talented and educated people. <…> We need to make this [the Far East – Ed.] a place where people come. This region deserves to become a place where people come, where people move to

New Life for Far Eastern Cities: Development Strategies
The campus is needed not just as a base, but as a modern feeling of life. <...> In Vladivostok, we have not fully integrated the Far Eastern Branch of the Academy of Sciences and FEFU. FEFU has not been launched to the level it was intended. <...> The project for the construction of interuniversity campuses in the country – it should be developed in Vladivostok, and other universities should be united here with this campus

New Life for Far Eastern Cities: Development Strategies
If Vladivostok does not become a city with a population of more than a million people and with an economy that is much larger than it is now, it will be bad for everyone, for Petropavlovsk-Kamchatsky, and Magadan, and everyone in the world. Vladivostok is needed as a big economy

Russian Energy Week 2022
Global Energy Trends: Today and Tomorrow
We, Russia, will find markets for our goods. New routes will be created, and production, processing and delivery will be ensured. But this is our national interest. If we talk about the global interest, we need to return to the negotiating table, we need to look for compromises, because any restrictions against the energy market in the Russian Federation will lead to the violation of global security and restrictions for millions, hundreds [of millions, – Ed.]. They will not have access to energy

Russia's Financial Sector Transformation: Preliminary Results
Frankly speaking, in the banking community we have agreed that regardless of whether or not tough sanctions will or will not be imposed on the entire banking sector, we need to act as if they will definitely be imposed

Russia's Financial Sector Transformation: Preliminary Results
Several of the largest banks and more than half of the entire banking sector are now under sanctions. [The possibility that] some banks would not be under sanctions is an unlikely scenario. It is clear that new restrictions will be introduced

New Growth
I agree, by the way, that the fight against poverty in its various manifestations can turn into economic growth. It can be a GDP growth, or the well-being of an individual family. No matter how you measure it, it is development, one way or another. It has become quite popular now (by the way, yesterday Elvira Nabiullina [Chairman of the Central Bank of Russia – Ed.] talked about it) that we should not focus exclusively on the GDP growth. First of all, we should look at how the family welfare changes against the background of economic development. And if GDP is growing, but the welfare of the family does not change, then who needs such growth? We at VEB certainly understand this, so we have launched a special project called the urban quality of life index, and this index is dedicated to this measure

Russia's Financial Sector in a New Environment
We need a set of tools like this, but we can’t use it right now. Because in the light of what people have experienced with restrictions on the use of currency, to go out and say now that they have to pay for it with the value of their money – this can’t happen right now,

Russia's Financial Sector in a New Environment
Investors themselves... with these uncertain factors – the exchange rate and the key rate and the global uncertainty – will act cautiously and avoid entering into new projects. The basic thing the market needs to know now is that the risk between the state, commercial banks, and private investors will be built on a different scale. If not, we’ll be in for a very long period of cooling-off

Quality of Life as a Key Driver of Contemporary Development
Today, a qualified request comes from the Muscovites: somewhere we are ready for a dialogue, somewhere we can tolerate something, somewhere we do not like something. The city that we have now makes us all tolerate something, and forces us to become more flexible in the dialogue, because after certain inconveniences are resolved the quality is created. It is this quality that allows us to develop. <...> You can look at monocities. <...> If a team is hungry for new knowledge, if they act professionally and interact with people –  even if it is a town of 50 thousand residents – literally in a year or two people see huge changes

Investments into the Urban Environment
In Russia, there are 319 monotowns, 100 of them are in the red zone, where there is no money, there is a closed enterprise, pressure on the labour market, no comfortable urban environment, but people really want to change the life around them. Over the last six months, we achieved huge transformations. <…> Government handed out grants, but they were very small. That is why a modern urban environment is not necessarily how it is in Moscow. <…> In a town with 15,000 or 50,000 people, comfortable urban environment is very different. So, there is enough money for everyone

Integration vs. Protectionism: The Role of Development Institutions in the Creation of a Common Economic Space in Greater Eurasia
The agenda of integration and development of Russia is based on the fact that there should be a certain level of freedom, and that this level should be increased constantly. Without trade, without one person earning anything, while others get the chance to earn, there will be no prosperity. You cannot build prosperity on limitations

National Projects: What Will Be Done in the Far East? Housing and Urban Environment
Housing and open environment of the Far East should be discussed with passion. <...> By and large in this macroregion, at least in the Primorye Territory, things can develop way more dynamically than in the rest of Russia. And the competitor of the Primorye Territory, beg your pardon, is not Moscow and the Moscow region, but California. But our mindset is completely different

Why are we talking about cities? 75% of the population lives in cities. Exploring or pursuing this goal we still keep in mind small Russian communities. Nevertheless, developing places where 75% of the population lives, all the rest will benefit as well
