Born on 5 October 1938 in Kharkiv.
Graduated from the Kharkiv Civil Engineering Institute.
Since 1962 he was an engineer at Vodokanalproject (Kharkiv).
Since 1969 he worked as a manager at Teplovodokanal in Vorkuta.
Author of mine water treatment project, head of the construction of the only dam beyond the Arctic Circle.
From 1998 to 2007 he was the mayor of Vorkuta.
Multiple times elected as a member of city and district councils, member of Supreme Council and State Council of the Komi Republic, member of the Local Governance Council under the President B. Yeltsin.
Since 1992 – President of the Arctic and Far North City Alliance. Member of the Association of Polar Explorers of the Russian Federation, member of the Arctic and Antarctic Expert Advisory Board at the Federation Council of the Russian Federation.
Member of the Supervisory Council for the Housing and Utilities Reform Facilitation Fund, Deputy Chairman of the Public Council at the Ministry of Construction, Housing and Utilities, member of housing and utilities interagency working group at the Government of the Russian Federation, Head of the Committee of the Russian National Congress of Municipalities.
Academician, full member of the International Academy of Ecology and Life Protection Sciences.
