Training of Personnel with Specialized Secondary Education
One of the solutions in the direction of support is the Far Eastern mortgage. According to my data, after the launch of the programme, 2,800 applications have already been submitted among teachers, of which 1,900 have been approved. Looking ahead a little, we hope that the programme will be extended and we will be able to continue to support the teaching staff

Maybe it even makes sense to work with parents, and not with students. And explain to them that the image of an engineer has changed, that job guarantees have really been created, that the salary level will not be lower. We understand that, of course, the issue here is not only in the infrastructure. Of course, the new Professionality project has been launched. We hope that it will further support the infrastructure development of secondary vocational education institutions. The most important thing is the people who work there

One of our key tasks is the creation of new enterprises, attracting investments. What figures do we have already? There are 2,700 enterprises, agreements signed worth RUB 7 trillion, of which RUB 3 trillion have already been invested, 100,000 jobs created, of which 70,000 require professions of secondary vocational education. So, we have a huge need, and the most interesting thing is that this need will increase

Who is Educating Young People for the Future Economy?
Of course, we must work not only and not so much with schoolchildren as with their parents, because if you talk to the ten strongest students, you will find out that they were greatly influenced either by their parents or their teachers, who not just teachers for them, they taught them some subjects, and they became such inspirations for them, in a broad sense, they became mentors who could captivate them

The Zemsky Teacher programme is in operation, it is quite effective, but at the same time we also understand that there are reserves there. Here we are open to any suggestions for its improvement. We often hear that teachers stay and work for only 3–4 years, for the duration of this programme, and then they leave. We should think of how to change this trend

Who is Educating Young People for the Future Economy?
We expect, of course, the change of the infrastructure itself. Because it is clear that it is impossible to invest new approaches, new knowledge, and new technologies into something that is using old infrastructure, old classrooms. There are a lot of related problems here, but it is important to consider that the ice is not exactly broken, but is gaining tremendous strength. Infrastructural modernization of schools is a very important impetus that must be taken into account

Who is Educating Young People for the Future Economy?
The number of those taking the Unified State Exam is going down. Mathematics, physics, biology, chemistry have already been mentioned, but the number of state-funded spots is growing. This means, on the one hand, indeed, that the Ministry for the Development of the Far East supports the increase in the number of state-funded spots in higher education, but at the same time, we see that the number of applicants who are able to pass the exams is decreasing. This, of course, is a common challenge for us, which should be addressed

Who is Educating Young People for the Future Economy?
Nine out of eleven regions of the Far East, unfortunately, occupy places in the lower third of the Rosobrnadzor rating. It is very important for us to take this information as an additional goal, an additional task for our action. We need to work out a system, a roadmap of the measures we should take in order to change this situation

I started asking the question whether we even have a school for headmasters. There are schools for architects, governors. But what about a school for headmasters? There is none. There is already a school for head physicians. Probably, we are ready for a school for headmasters

Five Years of the Far Eastern Hectare: Entering the Agglomeration Phase
If we supplement the basic programme with support from the regions – and such measures certainly exist – then a whole menu of support for hectare owners is created, which gives us additional tools to help them. Far Eastern mortgage is a good example. To date, 282 loans have been granted as part of the Far Eastern mortgage to participants in the Hectare programme

Five Years of the Far Eastern Hectare: Entering the Agglomeration Phase
Over 111,000 people have already taken advantage of the programme and 73,000 hectares of land have been allotted. What is the portrait of an average hectare holder? What kind of people choose these plots and participate in this programme? They are men, on average they are 44 years old. Among the top five regions in terms of applicants are Primorye Territory, Yakutia, Sakhalin Region, Khabarovsk Territory, and Amur Region. If we take other territories from outside the general area, most people are from Moscow, the Moscow Region, St. Petersburg, Krasnodar Territory, and surprisingly enough the Sverdlovsk Region

Five Years of the Far Eastern Hectare: Entering the Agglomeration Phase
It is now possible to get a hectare for free, under a simplified procedure, in 18 regions of our country. There are 225 million hectares available. How are the applications distributed by areas that people choose? 42% go for individual housing construction, 34% choose agriculture, 10% pick entrepreneurship, and 7% claim recreation and tourism

Five Years of the Far Eastern Hectare: Entering the Agglomeration Phase
Many participated in the programme in order to join forces and form a group so that they could receive infrastructure support. Of course, the state is not abandoning these obligations. But at the same time, we must understand that in order to use resources more efficiently and to support the most in-demand agglomerations – now 363 agglomerations fall under these criteria, and 10% have already received support. First of all, it is road construction and electricity

Crisis Management Portfolio for the Far East Regions and Regional Fiscal Sustainability
Decentralize some or all revenue from tobacco and alcohol excise duties to the regions. You know that the biggest responsibility of the regions and municipalities is to promote a healthy lifestyle and enact a family-friendly policy. It would therefore probably be fair if they had some additional revenue from these excise duties. This would help bolster these programmes

Crisis Management Portfolio for the Far East Regions and Regional Fiscal Sustainability
What is being asked for is a fairer allocation of revenue in places where resources are extracted... That’s because it is indeed the case that people don’t understand... A few weeks ago, I visited Usinsk – a town of oil workers with a population of 27,000 in the Komi Republic. Revenue worth RUB 103 billion is generated in the region, yet the town’s budget is RUB 3 billion. People said, ‘Give us just a few resources for a development budget – even 5–7% would help transform life in the area. So, I think there is room for improvement when it comes to ensuring a fair distribution of corporate income tax

Enhancing Investment Appeal by Expanding Guarantees for Business
We are interested in creating additional guarantees for businesses and introducing a kind of ‘Far Eastern immunity’ for residents of ASEZs and the Free Port of Vladivostok, to spare the entrepreneurs from planned inspections over the next five or even ten years. We mainly need preventive control. Second thing is, reduce the requests for documentation: they are a huge stress and a financial burden as they require specially trained staff. Make inspections as remote as possible. Fourth: create an interdepartmental working group to discuss the problems of ASEZs on an ongoing basis with the Prosecutor General’s Office and other colleagues. Fifth: consider making it possible for the inspected businesses to evaluate their supervising authorities. This may become an additional signal for them to make the procedures smooth

Healthy City, Healthy People
The Ministry for the Development of the Russian Far East and Arctic has a practice of government support and the single subsidy. The latter one is used as a tool for determining the priority infrastructure facilities based on suggestions from Far Eastern regions. These are social facilities, healthcare and education facilities we allocate funds for in addition to other programmes. Importantly we can boast a certain success in this department. It is not just hospitals, clinics, schools, or kindergartens – it is also embankments. Let’s take the embankment in Komsomolsk-on-Amur that is being reconstructed now or the embankment in Blagoveshchensk
