The Roscongress Foundation – a socially oriented non-financial development institution and a major organizer of international conventions, congress, exhibitions, business, social and sporting, public, and cultural events.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 131 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 70 countries worldwide.

Biography
Was born in Baku on November 24, 1969.

Graduated from the faculty of Economy and Administration of Oil and Gas Industry of Azerbaijan State Oil Academy in 1992.

Started his diplomatic career as an intern at the International Economic Relations Department in the Ministry of Foreign Affairs of the Republic of Azerbaijan in 1990.

Worked as an attaché in the Embassy of the Republic of Azerbaijan to the Federal Republic of Germany during the period of 1992-1996.

Served as the second secretary, first secretary, head of division and deputy head of the Department for Europe, United States of America and Canada of the Ministry of Foreign Affairs of the Republic of Azerbaijan during the period of 1996-2001.

Served as the counselor and the chargé d'affaires of the Embassy of the Republic of Azerbaijan to the Republic of Austria during the period of 2001-2005.

Was the Chairman of the Security Cooperation Forum of the OSCE in 2005.

Was appointed as the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Federal Republic of Germany in 2005 and served in this position until 2016.

Served as the Ambassador-at-large of the Ministry of Foreign Affairs of the Republic of Azerbaijan during the period of 2016-2017.

Was appointed as the Minister of Energy of the Republic of Azerbaijan on October 12, 2017.

He is fluent in Azerbaijani (native), Russian, English and German.

Married and has two children.
