The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5,000 people working in Russia and abroad.

The Foundation works alongside various UN departments and other international organizations, and is building multi-format cooperation with 173 economic partners, including industrialists’ and entrepreneurs’ unions, financial, trade, and business associations from 78 countries worldwide, and 188 Russian public organizations, federal and legislative agencies, and federal subjects.

Biography
A native Siberian Yuri Shafranik was born February 27, 1952, in a Russian worker’s family at Karasul village (Tyumen region).

Graduated from Tyumen Industrial Institute specializing in Electrical Engineering and Mining Engineering. Doctor of Economics (2006).

From 1974 to 1980 he held various engineering positions in the Production Association "Nizhnevartovskneftegas."

In 1980 he was appointed chief of engineering service of "Uryevneft". Between 1987 and 1990 – CEO of the production association "Langepasneftegas."

1990–1993 – The Governor of the Tyumen region.

1993–1996 - The Minister of Fuel and Energy of the Russian Federation. Y. Shafranik was directly involved in renewal processes for oil, coal and energy sectors of economy.

In 1997 Y. Shafranik became advisor to the Prime Minister of the Russian Federation. At the same time, he becomes Chairman of the Management Board of "The Central Fuel Company" – the largest refinery and oil retailer of oil products in the Moscow region.

In 2001 Y. Shafranik created and headed the Interstate Oil Company "SoyuzNefteGaz."

Besides being Chairman of the Board of the Union of Oil and Gas Producers of Russia, Y. Shafranik is also Chairman of the Supreme Mining Council of Russia, Chairman of the Committee on Energy Strategy and the development of the fuel and energy complex of the Chamber of Commerce and Industry of the Russian Federation, President of the Foundation "World politics and resources”, Chairman of the Board of Directors of the Institute of Energy Strategy, author of several books on Russian oil and gas industry.

He was awarded with “the Order of Friendship of Peoples" (1988), “the Order of Honour”(2000) and many medals, winner of “the Award of the Government of the Russian Federation” (1999), “Honored Worker of the Oil and Gas Industry of the Russian Federation” (2010).

Y. Shafranik is married and has two children.
