Alexei Samarin was born on 29 June 1958 in Konstantinovka of Amur Region. In 1980б he graduated from the Blagoveshchensk State Pedagogical Institute, majoring in Physics and Mathematics with a diploma of Teacher of Physics.
In 2005, he studied at The National Open Institute in St. Petersburg (a Non-State Educational Institution of Higher Professional Education) majoring in governmental and municipal management.
1976–1980, headed the choreography group of the Palace of Pioneers in Blagoveshchensk.
October 1980 – appointed Head of the Department of Culture, Ivanovo District Executive Committee, Ivanovka, Amur Region.
October 1986 – April 1990 – instructor of the Propaganda Department of the Amur Regional Committee of the CPSU, Blagoveshchensk.
April – May 1990 – Second Secretary of the Ivanovo District Committee of the CPSU, Ivanovka.
May 1990 – November 2007 – Director of Amur Regional Philharmonic Society.
16 October 2007 – Deputy Minister of Culture and Archives of Amur Region.
07 November 2007 – appointed Acting Minister of Culture and Archives of Amur Region.
December 2007 – Minister of Culture and Archives of Amur Region.
March 2016 – appointed Minister of Culture and Archives of Sakhalin Region.
In 1999, Alexei Samarin was awarded the title of Honoured Worker of Culture of the Russian Federation.
