Mr. Vinay P. Saldanha is an international United Nations staff member
with more than two decades of professional experience in leadership
and implementation of AIDS programs, including more than 15 years
of work experience in countries of Eastern Europe and Central Asia.
In 1993 Mr. Saldanha pioneered one of the first HIV initiatives in St.
Petersburg, Russian Federation, to provide care and support to people
living with HIV. Later Mr. Saldanha became a political analyst for the
G8 Research Group, University of Toronto, focussing on the issue of HIV/AIDS and the role of the
Russian Federation during the G8 summit in Great Britain in 1998.
From 1998 to 2004 Mr. Saldanha served as Canadian project coordinator in the Canada AIDS Russia
Project (CARP) an innovative interdisciplinary effort to unite leading Russian and Canadian
HIV/AIDS experts at the federal and regional level in training and research, as well as mobilising civil
society, funded by the Canadian International Development Agency.
Starting 2009, Mr. Saldanha served at UNAIDS headquarters in Geneva, first as Senior Executive
Officer to the Executive Director, and later as Deputy Chief of Staff of the EXO. Mr. Saldanha has been
engaged in planning the visits of UNAIDS Executive Director across the region of Eastern Europe and
Central Asia and accompanied Executive Director during his high-level visits all over the world.
Mr. Saldanha graduated with honours from the University of Toronto, majoring in political science and
English literature. Mr. Saldanha took postgraduate courses at the University of Toronto and the Institute
of World Politics in Washington, DC. He has also completed advanced training in HIV monitoring and
evaluation and global health. He is fluent in English and Russian.
