The Progress and Challenges of Integration within the EAEU and the New Development Paradigm
I would like to speak about the role of the Eurasian Development Bank and the Eurasian Fund for Stabilization and Development in the development of the EAEU. We work for the benefit of our shareholders, which include the five EAEU member states and Tajikistan. This year, as we mark the 15th anniversary of the bank <...> we have adopted a strategy which naturally aims to meet the requirements of our shareholders to the greatest possible extent with regards to facilitating economic growth in our union. It seems to me that at this stage, it is very important that we add a full economic agenda and genuine integration projects to our union. In all likelihood, this will be the main focus of the strategy we’re adopting this year. What project-based work would I consider to be most important and relevant? I call them ‘end-to-end integration projects’. They are projects which encompass several states, which create multiplier effects for said states, and which form an economic framework for the Eurasian Economic Union

Quality of Life as a Key Driver of Contemporary Development
Quality of life as a driver of economic growth is probably the defining trend in the global economy. We understand that the focus is on the people, their needs, hence the global economy is changing. There is a demand for a green economy, for a circular economy. It is a global trend that will determine the structure of the global economy for many years to come

Digital State: New Business Models Brought by Total Digitalization
We see our role in building a digital state as very important; we need to combine digital and physical worlds; to provide access to all digitalization benefits to all citizens, even in the most remote parts of the country. I think that the state needs to use us as the main tool in order to accelerate this process

The Digital Transformation of International Trade: E-commerce and Beyond
Logistics in the new retail environment should no longer simply be logistics. It should be a platform solution that combines both physical services and the corresponding data exchanges and electronic communications. The strategy of Russian Post is aimed precisely at making sure that the customer is given the best possible choice and the best possible service with the help of this platform solution

The Digital Transformation of International Trade: E-commerce and Beyond
In fact, the complicated technology for VAT refunds on retail shipments is one of those export restrictions, in this case on Russian goods going abroad. <…> Here, the main route we are going down involves ensuring the highest-quality and tightest IT integration possible between the Federal Customs Service and the Federal Tax Service. <…> This will enable automatic VAT refunds

The Digital Transformation of International Trade: E-commerce and Beyond
Our non-commodity exports are growing at around 30% per year, with current volumes standing at roughly USD 750 million. We see potential for this market to grow to at least ten times that figure, and I believe we are capable of significantly increasing the rate of export in our country

Who Will Provide Asia–Russia–Europe Logistics for E-Commerce?
Work is well under way on developing the country’s internal logistics infrastructure. It is a three-tier logistics centre system, and work on its creation is ongoing. In the next two years we shall have a revitalized infrastructure which will not only encompass sorting centres across the nation, but a fulfilment system employing the very latest technologies

Big Data as a New Form of Public Administration
The information we possess, and we deliver 450 million parcels and about 2 billion letters a year [...], we have all this information. We have information about 86 million addresses. This knowledge led us to actively collaborate with the Federal Tax Service, when we help clean the Federal Information Address System database in such a way as to make it more correct […] We created the housing and public utilities geo-information system, which contains information about 95% of residential buildings in all of our country, where it is possible to upload data on resource consumption [...] We could make a contribution to the National Data Management System, in particular at the junction of the digital and real world so that information can be obtained about the correct location of certain objects

Bringing Care Closer: New Possibilities for Rural Russia
Such operations, which are not directly related to healthcare, take up 30–50% of a face-to-face appointment with a doctor. In a digitized community, the postman could do part of the task (providing medical services to the population – ed.). Of course, this would not mean providing the medical service itself, but it would indeed mean bringing care closer to the population with the help of a postman

Bringing Care Closer: New Possibilities for Rural Russia
We need a significant improvement in social services and healthcare in rural areas. We have, on average, 37 medical workers for every 10,000 city dwellers, and less than 15 for the rural areas

Betting on E-Commerce: The Winner Takes It All
The system of electronic commerce in the country and the digital economy in general is a system of partnerships. <...>Someone has a financial resource, someone has expertise in logistics, someone has a strong understanding of how to develop IT-systems, but the integral picture should be created in a partnership mode

Betting on E-Commerce: The Winner Takes It All
Among the constraints, I would first of all mention the imperfection of the logistics infrastructure. It includes fragmentation of the market, and low concentration of players. Low penetration of non-cash payments. 3.5 parcels per person per year — this is much lower than the average indicators that exist in Europe and Asia

Betting on E-Commerce: The Winner Takes It All
This year Russian Post is actively engaged in the development of its logistics system. We have already created 2 modern complexes, we plan to create about 40 logistics centres in the next 2-3 years, which will be a three-level logistics system with 7 large hubs, 10 hubs in cities with over a million citizens and more than 20 small sorting facilities. This will ensure the delivery of items within 3 days for 80% of the territory of our country. If we solve this problem, then we as the Russian Post will provide everything necessary for the development of electronic commerce in the country
