He was born on 9 August 1967 in the city of Artem, Primorye Territory.

School No.34 of the city of Artem, Primorye Territory, and after serving in the Armed Forces, he graduated with honours from the Far Eastern Technical Institute of the Fishing Industry and Economy with a degree in fishery product technology.
He launched his career as a production supervisor and over the years promoted to the office of the general director. He has been holding senior positions in the fishing industry for 28 years.
He completed a Fish and Seafood Technology internship in Japan.
In 1996, he took the post of Deputy General Director of the Russian-Japanese joint venture Wakkanai in Nevelsk, Sakhalin Region.
17 October 1997 – 14 October 2004 General Director of Kanif–International.
2000–2004 Deputy of the 3rd Sakhalin Region Duma in the 5th electoral district.
2004–2010 held senior positions in commercial fishing organizations.
On 15 October 2010, appointed Deputy Director of Primorskaya Fishing Company.
On 1 February 2017, he was appointed Advisor to the General Director of OOO Moneron.
Since 2016, he is a member of the Board of Trustees of the regional foundation Rodnyye Ostrova.
Since 2017, Deputy of the 7th Sakhalin Region Duma.
In 2001, he received the 300th Anniversary of the Russian Fleet Medal.
In 2018, he received the second-class medal 'For Merits in the Development of Russian Fisheries' for his contribution to the fishing industry efficiency and years of dedicated service.
Married, with a daughter and two sons.
