Russia's Financial Sector Transformation: Preliminary Results
Long-term strategies are probably untimely today: it is very important to be here and now, making the right decisions. But on the whole, it seems to me that big Russian business has been seriously preparing. It was in good shape when it faced the challenges that we are working with today

Russia's Financial Sector Transformation: Preliminary Results
Today, the financial and banking markets work roughly the same way they did a year ago: a great appetite for bonds, a good competitive environment in lending. <...> In general, the situation is dynamic

5G: The Architecture Backbone of Russia’s Digitalization
To start building [infrastructure] locally in megacities, it would make sense to unite while remaining competitors in marketing and offering other products. The three of us have agreed that we would unite our efforts to lobby our interests and create our common infrastructure. We have heard the position of the Federal Antimonopoly Service, and our activities are supported by the government. I think this is the right way to do it. It will allow us to create the necessary conditions, while remaining in an economically advantageous situation

5G: The Architecture Backbone of Russia’s Digitalization
We believe that it’s impossible to cover the whole country with new infrastructure with the current level of competition and ARPU [average revenue per user], and our ARPU is EUR 5, while in Europe it’s EUR 30 on average. This is hundreds of billions of roubles that we don’t have

5G: The Architecture Backbone of Russia’s Digitalization
We have smartphones, but can’t use them. In Moscow, we will find a circle of users who will allow us to recoup our joint investments in infrastructure. Plus, private solutions will be developed. What is driving them? Global competition. […] If there are no changes in the situation with the frequency, I don’t think there will be any global promotion of 5G networks in the next three to five years. A second important aspect is the Russian government’s clear-cut policy of building these networks solely on the basis of just Russian-made equipment. […] To create a framework, you have to take a fundamental step forward and go to the golden range. If this step isn’t taken, there will be no framework

Improving Access to Financial Services in the Far East
There are communities with less 100 people. <…> We are talking to the regional and federal authorities about ensuring people’s access to Internet and modern communication through various technologies, including satellites. Satellite communication is getting cheaper and more high-speed, that is why we are confident that in the near future and in mid-term satellite Internet will be fairly efficient for the territories that are too remote for optics

Improving Access to Financial Services in the Far East
The government and business implement various programmes. <…> One of them is the so-called ‘Fighting digital inequality’ that ensures connection in communities with less than 250 people. Next year, we will complete it. Then, per our agreement with the Government, we will switch to communities with over 100 people

Digital State: New Business Models Brought by Total Digitalization
Here most people live in small towns of several hundred residents <…> Thinking about the future of digital products, I would like to emphasize that we need to pay more attention to this part of our population that is less advanced, that is older, that does not have much user experience. Our services and products should also be designed for them

Modern technologies became a tool of switching whole countries on, off, or sideways. Sovereign development of digital services mandates us to maintain information sovereignty. A programme [has been adopted, – Ed.] to develop software that would allow us to replace major Western players, American primarily. We would like to continue cooperating with German enterprises, given localization will happen here. We are not ready to carry out thoses risks anymore [using modern technology as means of applying pressure – Ed.]

Digital Transformation and Quality of Life from a Regional Perspective
Today, there are flexible opportunities in other sectors, in housing and public utilities, and in healthcare, and I think both the regional authorities and federal authorities need to more actively look for these PPP and concession opportunities. The form isn’t even important here. The content is what’s important

Digital Transformation and Quality of Life from a Regional Perspective
It is essential to shift from a policy of purchasing products and services to a service model where you get them as services. That’s why today we are offering this specific model to business and, incidentally, the government – the public side. There is no need to build your own data centres and no need to purchase computers. Rostelecom is now ready to be flexible in order to solve the problem of digitalization today with payment within a certain period. I am confident that 2019 will be the year when Rostelecom and Sberbank have new collaboration, including as regards services

Digital Transformation and Quality of Life from a Regional Perspective
We have not paid sufficient attention to the education of the elderly and we need to focus on this. It’s not enough just to create a Wi-Fi zone in a village and bring the Internet there – we need to teach people how to use this service. The government, regional authorities, and business will need to focus on this in order for the digital culture to really grow
