The Roscongress Foundation – a socially oriented non-financial development institution and a major organizer of international conventions, congress, exhibitions, business, social and sporting, public, and cultural events.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 129 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 69 countries worldwide.

Born on 31 August 1955 in the Bukhara Region.

Education:

In 1976, he graduated from the Bukhara State Pedagogical Institute. In 1985, he graduated from the Academy of the Ministry of Internal Affairs, USSR. In 1990, he graduated from the postgraduate military course of the Academy of the Ministry of Internal Affairs, USSR. Cand.Sc. Law. He speaks English and German.

Professional experience:

1978–1992 Served in different capacities for the Ministry of Internal Affairs of Uzbekistan;

1992–1995 Expert, a consultant on administrative and legal issues of the Presidential Office of the Republic of Uzbekistan;

1995–1996 Deputy, First Deputy Minister of Foreign Affairs of the Republic of Uzbekistan;

1996–1998 State Advisor to the President of the Republic of Uzbekistan;

1998–2003 Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan in Germany, Switzerland and Poland;

2003–2004 First Deputy Minister of Foreign Affairs of the Republic of Uzbekistan;

2004–2006 Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Belgium, Head of the Mission of the Republic of Uzbekistan to the EU and NATO;

2006–2010 Minister of Foreign Affairs of the Republic of Uzbekistan;

2010–2013 First Deputy Minister of Foreign Affairs of the Republic of Uzbekistan;

2013–2017 Ambassador of the Republic of Uzbekistan to the Benelux, Head of the Mission of the Republic of Uzbekistan to the EU and NATO;

2017–2018 Director of the Institute for Strategic and Regional Studies under the President of the Republic of Uzbekistan;

Since 1 January 2019, he holds the position of Secretary General of the Shanghai Cooperation Organization.

He holds the diplomatic status of Ambassador Extraordinary and Plenipotentiary.

Awarded the Order Mehnat Shukhrati of the Republic of Uzbekistan (2003).

Mr Norov is married and has three children.
