Developing Far Eastern Hectares: New Forms of Government Support
The second problem is that we need to decide on a strategy. We are simultaneously giving out hectares and discussing how to build a city of the future in the Far East. We need to decide where people are supposed to live – in a city of the future or in a hectare without infrastructure. We need to reconcile these two opposite trends; and it is clear that the tendency is against the hectare

Developing Far Eastern Hectares: New Forms of Government Support
A land plot [as part of the Far Eastern Hectare project, – Ed.], as it was stated, can be received really easily. But all the rest is not easy at all. We need more general and comprehensive change to the legislation

Developing Far Eastern Hectares: New Forms of Government Support
Including Zabaikalye and Buryatia in the Far Eastern Hectare programme is an important step. Buryatia is closer to the European part of the country, Lake Baikal and infrastructure are nearby

Developing Far Eastern Hectares: New Forms of Government Support
As for the service providing a hectare, almost everything is done. It is a unique service. Such a simplified procedure for land plot transfer does not exist anywhere else. I think this practice can be expanded to the territory of the whole country

The Environment in the Far East: Current Objectives and Long-Term Prospects
One of the most important tasks is to create legislation that would endorse public-private partnership and make it possible in such areas [remote areas, — Ed.], so that people can invest in infrastructure

From Raw Materials to Advanced Processing: Achieving Growth in the Forestry Sector
Last year we approved amendments to the Forestry Code introducing obligatory compensatory reforestation: we need to plant as much as we have cut. <…> We will now work on a regulation that would require that both state and market players head towards restoration of the consumed forest resource

From Raw Materials to Advanced Processing: Achieving Growth in the Forestry Sector
This is one of our most important strategic tasks. We have already started on it: the first amendment has been adopted requiring that regions publish information on forest areas

From Raw Materials to Advanced Processing: Achieving Growth in the Forestry Sector
Various state data bases provide very different information. As for the forest management, these are mainly 10–20-year old documents that make it impossible to plan any business

Implementation of National Goals for Transparency in the Digital Reality. Open Debate
Firstly, it is very important to understand what people want, and secondly, to make it possibility for this data to be verified by the public. We must take into account the signals from the public, the signals that the people send us, and that must be mandatory. <...> People have to see and have the opportunity to communicate their point of view: what they agree with, what they disagree with, that they see locally, what corresponds to the Rosstat data and what does not; that this is very important

Implementation of National Goals for Transparency in the Digital Reality. Open Debate
We must develop public institutions, because that is how people will have the opportunity to objectively interpret big data

Implementation of National Goals for Transparency in the Digital Reality. Open Debate
Most often, our officials of different ranks think within the framework of the government system. One can make the information provided by Federal Statistics Service as open and reliable as possible, but it would not be enough for the people. We need to ask the people what they need to assess effectiveness and results, because some performance targets that are currently provided and for which certain data is collected, did not undergo public hearings

Implementation of National Goals for Transparency in the Digital Reality. Open Debate
Average numbers are probably very important for ministries and analysts in general, but not for the people. It is the abundance of average numbers that undermines trust

Reform of the Construction Industry. Transition to a New Mechanism of Housing Construction
There are certain achievements of this reform; among them market transparency, global reforms of adjacent markets, banking society, reform of court-appointed managers, and these systemic changes should keep working

Business in National Development Projects: Ways to Succeed
Business is on alert right now. PPP in its present form is for big business. <...> If it is a step lower, then it is an almost impossible form of cooperation. <...> There is a systemic problem – the goals that we set as part of national programmes are often changed. <...> Priorities can change locally. And this worries the business community
