Resources in the Far East: From Exploration to Integrated Development
We suggest, and here we are fully in agreement with the suggestion of the Ministry of Natural Resources and Environment of the Russian Federation, reducing administrative barriers to geological exploration and production, including allowing work at the same time for different types of resources by several subsurface users at the borders of mining allotments

A National Business Plan for the Far East
Our top achievement over the last two years is that the migration outflow of the population in Yakutia has stopped for the first time in the post-Soviet period. In 2020 and 2019, people did not leave Yakutia. There were more who came. Our migration growth last year was 6,000 people, and young people make up 33% of the population of Yakutia

Creative Industries for Economic Breakthrough: Regional Experiences
One important thing is education. People aren’t getting enough of it. We carried out the educational programme ‘Global Business 2020’. Any business should have creativity. Five state-owned companies took this course. As a result, the Yakutsk Bakery transitioned 40% of its sales to the digital platform. We are creating a school of global business on a permanent basis

Creative Industries for Economic Breakthrough: Regional Experiences
We were the first in the country to sign a decree on the development of creative industries until 2025. Last year, the ASI made an assessment for the country. According to their methodology, Yakutia employs 8.2% of the population [in this area]. The contribution to the gross regional product is still 2.4%. We believe that 95,000 people should be employed by 2035, and the contribution to the GRP should be at least 4.4%. IT is developing, as are computer games, cinema, fashion design, and jewellery design

Far East as the Talent Pool for Public Service. Presentation of the Muravyov-Amursky 2030 Programme
I have always thought that the Far East can be developed only by teams due to its enormous territory. Now we have a team that gets things done in the Far East. Many ask what is it that makes Yakutia work so well? You have forest fires, yet you show an economic growth and an industrial growth of 25% year-over-year. People stopped leaving, it is the opposite now – people started coming to us. It was achieved by a building a team that is working now,

Far East as the Talent Pool for Public Service. Presentation of the Muravyov-Amursky 2030 Programme
This programme should train people capable of working in challenging regions and extreme conditions. The biggest danger here is that as soon as our alumni start working in the Far East, they will immediately get stolen. This is the greatest danger there is. They will just take the person and send him to a ministry in Moscow. What are we supposed to do then?

Far East as the Talent Pool for Public Service. Presentation of the Muravyov-Amursky 2030 Programme
Yakutia is among the very few places – if not the only one – where one can implement a global-level project that would be remembered for years. Just imagine in a year from now, our country will launch the world biggest coke mining operation. Russia will launch this kind of project for the first time in its history. We will complete the Lena bridge, which will be around for centuries. Yakutia is a challenging place because of its territory and climate. If you want to test your strength, come to Yakutia and work there a little. If you survive Yakutia, you will find something that suits you anywhere

Transport as the Backbone of the Economy
Of course, the country’s transport framework can’t be strengthened without the development of transport connectivity. In this regard, the Republic of Sakha (Yakutia), which makes up 20% of our country, is experiencing colossal problems. Thanks to the decision of our country’s president and government, much has been done in recent years and a thousand kilometres of railways and highways have been built

Digital State: New Business Models Brought by Total Digitalization
Proactive provision of social services is what people expect from us. Let’s take child allowance. In order to get it, one has to collect so many papers. <…> In our republic, we would like to implement a project to provide these services proactively. It means that when a child is born, parents do not need to do anything, the state collects all electronic documents, and money is sent to their account

High-Tech Business: Identifying What Is Needed to Achieve Fast Growth
We are not fixated on the IT park. We are quite busy working on hi-tech industries: this year Yakutia venture company has become one of the founders of the Innopraktika’s innovative engineering centres. We believe that large mining companies that operate in Yakutia, in the Far East need to become more innovative and hi-tech

The Potential and Prospects for Developing the Digital Economy in the Russian Regions
We have made a huge leap: 82% of our people get the high-speed internet coverage, while 50% of territory do not have coverage at all [fibre-optic line, – Ed.]. We realize that it makes no sense to bring it to remote villages, to the Arctic territories, where villages are sometimes hundreds – and sometimes thousands – of kilometres apart. In the nearest decades, it will most likely be covered by a satellite. And of course, our biggest limitation here is the high cost of sky-fi. It is not just Yakutia’s problem – it is a common problem for all Arctic regions

There are problems; we will intensify the fight against illegal business, I have spoken about this many times. We are perfectly fine dealing with a legal business as a state.
