Medicine as a Flagship of Scientific Advancement
We need to be aware of our strengths. Import substitution is definitely needed, but a breakthrough takes radiopharmaceuticals and R&D for immunobiologicals. <…> As for these competencies, we can move forward and create new things faster

Medicine as a Flagship of Scientific Advancement
When we faced the pandemic, we mobilized our resources fast. However, we discovered areas, where we did not have enough industrial capacity. We are striving for technological independence, and every country is trying to achieve it. However, full technological independence is hardly achievable. There is still cooperation. The global economy cannot do without it

Healthcare: New Realities and Points of Transformation
We’ve now developed a concept and approach for a digital patient profile. We’re on the way to creating information systems, with an electronic medical card at the heart of it. The payment system in the CMI is the next block. And in the Russian Federation, it is the CMI system that pays the bills and actually moulds the healthcare economy and should be built in accordance with certain projections, so the digital patient profile is an important component with a list of preventive measures, therapeutic measures, rehabilitation measures. This is something that has to be set up

Healthcare: New Realities and Points of Transformation
We have started to feel a certain fragility, and it started with the pandemic. And now we can see that the world has become more wary. Say what you will about COVID, [but] it’s definitely not possible to ignore [its consequences]. More patients are being diagnosed with cardiovascular system problems. Things like arterial hypertension, rhythmic disturbances, and a number of other conditions that are diagnosed during in-depth check-ups

Healthcare: New Realities and Points of Transformation
Medicine has changed, but so has the people’s perception of their own health. I can speak to the data we have on the Russian population. Sociological studies have shown [that] people’s attitudes towards their own health have changed in terms of analyzing just how they feel. People have begun to perceive their own health in a more positive light. More than 40% of people have started to view the condition of their health as a challenge to their own plans for work, sport, and recreation. Attempts to self-medicate have decreased significantly, and we can see [that] the level of trust shown in the healthcare system has increased

Vaccine Production: International Cooperation in the Name of Health
There are two areas for development. The first is prequalification of a medicine, and the second is prequalification or approval of a medication’s clinical or preventive efficacy. These are two pathways that the World Health Organization has not yet taken. But, in my opinion, they are worthy of attention

Vaccine Production: International Cooperation in the Name of Health
There is a group within the World Health Organization that is working today to develop and prepare for new challenges. This is a key activity in [our, – Ed.] country among others. <...> One important block within the strategy has been approved. This strategy includes a shield with the following key elements: identification, the development of test systems and the formation of new vaccines within 100 days

Vaccine Production: International Cooperation in the Name of Health
Several major things happened during the pandemic. First of all, the biosecurity law. <…> It is among the fundamental things in the Russian Federation, and several countries have adopted the similar regulation at the same time. It shows that the paths are roughly the same for all of us – that is one thing. Secondly, the draft law that we developed some time ago was studied by many countries and taken as a basis. We can see a certain consistency

Fighting Infections: Future Risks
Why is everyone talking about herd immunity? It’s another key element. We must respond in concert and in one go, and not wait for the virus to start looking for weak links and adapting to the immunity of the country’s people,

Fighting Infections: Future Risks
We often heard this classic phrase – I said it around a year ago, that vaccines are weapons for after the battle. That’s how it always was. <...> Today, the situation is totally different. Today vaccines are developed in tandem [with the pandemic, Ed.] and are used as weapons during the battle. This is a different approach, an innovative approach,

Russia’s Economy: Modernization Strategy Reset
Probably we should put personal care for the patient at the top of the list – and that need exists today. And on the other hand, we should prioritize responsibility for one's own health. <...> Personalization using digital technology is a necessary thing

The 78+ Target: Responding to the Challenges of the Pandemic
Today, we can already assess hereditary predispositions and a number of tests can predict the possibilities, as well as assess the risk of developing a particular disease. It is called predictive medicine. Using predictive medicine, we can go out for targeted disease prevention, treatment, and follow-up. But when we build a digital profile of a single patient, it is personal follow-up for one person. But when we create a digital profile of a region, we get a profile of morbidity, a profile of health. We begin to reconfigure the healthcare system for the specific region and municipality, including by forming public health and the public environment, which should encourage people to lead a lifestyle that allows them to live longer. Without this, it is difficult to consider modern models

The 78+ Target: Responding to the Challenges of the Pandemic
We have to take into account the Internet of Things, which is actively becoming one of the key components in all our life in general and in healthcare in particular. We have to understand that biotechnology, gene therapy, and a number of other trends are emerging. Just the day before yesterday the prime minister [of the Russian Federation - Ed.] made a decision to expand neonatal screening for a number of diseases. More and more subtle technologies are coming into our lives, it is all being digitized and put into a kind of human life path from birth to old age

The 78+ Target: Responding to the Challenges of the Pandemic
Today it's time to pay particular attention to the modernization of primary health care. To modernize the polyclinic service itself is probably not as effective as people expect. It should be done in a target-oriented way, with improved service, and the satisfaction of citizens should be taken into account. What is needed for this to happen? First, we need to clearly understand what we have going on, that is, we need to have analytics, built on data. Without this it will be difficult to move on

The 78+ Target: Responding to the Challenges of the Pandemic
Health care is as much a branch of state economy as all the others. Its work, as the previous year has illustrated, directly shows the stability of the entire economy. Accordingly, healthcare must support certain overall functions. Otherwise, it will be difficult to achieve financial goals and results. We understand that this is here where the cycle loops, as the health of citizens depends, among other things, on the economy

Stress Testing National Healthcare Systems

Stress Testing National Healthcare Systems
All developed nations have acted within a single paradigm — knowledge and management, operational management, and an understanding of what is happening. What we’re faced with doesn’t matter — it’s a system for collecting information: about sick people, hospitalized people, unfavourable outcomes, or something else [...] This all needs to be taken into account. A multivariate model is needed. We can’t be in the paradigm of a single result. We need to take a lot more into account

Priority Strategies in the Supply of Drugs
Today, the process of testing technology must be clearly outlined in law in such a way that there is no doubt that when drawing up regulatory documentation and requiring compliance by pharmaceutical companies, we clearly understand that it works. <...> As a regulator, we must re-examine the view of the regulator from the position of both industry and the personification of medical care
