Msiska holds a master’s degree in healthcare from the Royal Tropical Institute in the Netherlands and is a medical practitioner with bachelor’s degrees in medicine and surgery from the University of Zambia.
Msiska has served in various positions in healthcare and as Project Director for the United Nations Development Programme and Executive Director at the Namibian Institute of Public Administration.
He was a consultant to the World Bank, the UN Economic Commission for Africa (ECA), the United Nations, and the UN World Health Organization (WHO). He has been a member of many working groups on Africa.
He was later appointed Permanent Secretary of the Public Administration Department of the Presidential Administration of Zambia.
Since August 2003 he has been the project director for the regional programme of the United Nations Population Fund (UNFPA) and UNDP on HIV / AIDS (headquarters in Pretoria).
Since February 2013, he has been Head of the Office of the President of Zambia.
Dr. Msiska is a member of the Council of African Cabinet Secretaries.
Since February 2019, he has been Director General of the Zambian Atomic Energy Agency (ZAMATOM).
