Including the Far East in Global Value Chains: Effective Strategies
Shymkent has a joint venture that has launched a catalytic cracking facility and produces propane propylene fraction. The propylene with a 72% concentration is used for utilities gases – they burn a valuable product on regular stoves. We already have the competence to process these fractions. We can supply the processed product to China while returning a high-quality product to our friends in Kazakhstan. <...> China does not have enough of this resource, but there are other refineries that can process propyl alcohol in five other ways. At the same time, we import this product. Here is the cooperation, which basically will bring added value both to them and to us and will stir mutual interest

Russia–Japan
Since the Russian and Japanese sales markets are not in competition, we have an opportunity to develop our trade relations. But these relations could have an even greater momentum if we could resolve a number of issues that currently stand in the way of rapid project implementation in Russia. The Russian Ministry of Industry and Trade has a list of import-substituting areas. If we could stipulate those areas in the agreements between agencies, so that our Japanese partners would get a confirmation of our priorities in those areas, this would allow us not to ask for major warranties from the Japanese side that slow down the implementation of projects. Funding of these projects would be facilitated from the standpoint of preparation, both at the start-up phase and throughout their implementation

Industrial Clusters: How to Make the Regions More Attractive to Investors
SPIC 1 [the mechanism of special investment contracts – Ed.] did not work out; SPIC 2 has not been selected yet, but what started to gain traction was already cancelled. We must proceed gradually, we must help those growth points that provide an extensive chain for development of clusters

Industrial Clusters: How to Make the Regions More Attractive to Investors
Big enterprises create a raw material basis specifically for the development of small and medium-sized businesses. That creates a chain of technological conversions. Today, industrial parks are forced to transform into clusters in order to enhance this cooperation
