After graduating, in 1981, from the Leningrad Institute of Railway Engineers, worked as a workshop expert of the Leningrad-Baltic Locomotive Depot of the Oktyabrskaya Railways.

1984–1990: served as an officer in the Soviet Army, in the army press division.
1990–1991: people’s deputy of the Leningrad City Soviet, head of the Leningrad Soviet and city executive committee press centre.
1991–1996: Chairman of the Press and Media Committee of the St. Petersburg Mayor’s Office, representative of the Ministry for Information and the Press of Russia.
1996–1999: Deputy Chairman of the State Press Committee of the Russian Federation.
November 1999: President, Centre for Strategic Research (Moscow).
January 2002 – June 2009: member of the Council of the Federation, Federal Assembly of the Russian Federation (CF FARF), representative of the Administration of the Irkutsk Region on the CF FARF; 2002–2006: Chairman of the CF Commission on information policy.
2004–2009: Vice Chairman of the CF FARF
2006: by directive of the Government of the RF, appointed authorized representative for the SCO Business Council and elected Chairman of the SCO Business Council; re-elected in 2009.
2009–2012: Governor and Chairman of the Government of the Irkutsk Region.
On June 7, 2012, at the SCO summit in Beijing, appointed Secretary-General of the Organisation for January 1, 2013 through December 31, 2015.

The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.
The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. It also offers administrative services, provides promotional support for business projects and attracting investment, helps foster social entrepreneurship and charitable initiatives.
Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5,000 people working in Russia and abroad.
The Foundation works alongside various UN departments and other international organizations, and is building multi-format cooperation with 180 economic partners, including industrialists’ and entrepreneurs’ unions, financial, trade, and business associations from 81 countries worldwide, and 186 Russian public organizations, federal and legislative agencies, and federal subjects.
