Regional Development: An Economy of Possibilities
Generally, social support in our country is on the rise quire significantly. <...> See how education and healthcare expenditures are barely growing. Yet, they are on people’s minds just as much. By the way, they play an important role in the human capital development, much like the social sphere

Regional Development: An Economy of Possibilities
Over the last five years, <...> transfer payments, i.e. the money regions can spend on development or other purposes and do it at their own discretion, <...> went down. At the same time, we provide more targeted money, i.e. when we tell them how much they must spend on specific things

Regional Development: An Economy of Possibilities
Almost two-thirds of all our taxes [are distributed, – Ed.] among ten most successful regions. <...> If we take basic taxes, personal income tax accounts for 60% and profit tax accounts for 56%. This is the situation in the most developed regions, while we have 75 more

Regional Development: An Economy of Possibilities
Over almost ten years, the share of investment in Russian regions’ consolidated budgets became almost twice smaller. It definitely shows that regions must stick to a whole range of other obligations to fulfil their social commitments. This leaves them without funds for development

Regional Development: An Economy of Possibilities
Our equalisation transfer amounts to RUB 731 billion, which is the funds that regions can use for their development. At the same time, tax cuts provided by the federal budget at the expense of regional and local budgets (at the expense of the taxes collected to the regional and local budgets) amount to RUB 1 trillion. It means that we, on the one hand, give them RUB 700 billion and, on the other hand, take RUB 1 trillion from them, saying: ‘Live large. Do not forget to develop’

Regional Development: An Economy of Possibilities
I suggest we start the next discussion with the question of year-over-year changes instead of the status of interbudgetary relations regardless of who participates or moderates. I believe this will give the discussion an impetus to focus on changes instead of the status itself. I think this is what the President meant when he said in his address: “The country develops only when regions develop. We will support only the regions that take on the responsibility”. They do take the responsibility. This, however, does not mean that it is only the regions that bear the responsibility for the results and people’s lives. <...> Technically, it is all of us – all ministries and agencies, the State Duma, and the Government as a whole – we all are in charge of the situation

Russia’s Economy: Modernization Strategy Reset
The government has made a breakthrough and public investment started pouring in. But state investment cannot go on forever. If there is no private investment, it will all come to naught, as it has repeatedly happened in the history of our country. And there will be no private investment if there is no investment climate

Russia’s Economy: Modernization Strategy Reset
The concerns include poverty, rising prices for the most basic foods, medicines, the availability of medical care, the availability of drugs, the quality of medicine, and education. What people are concerned about the most is the quality of life. But without quality of life, without a real solution to these problems we will not get human capital, which is necessary to ensure the economic breakthrough. <...> Without quality of life in our country, Silicon Valley will still be more attractive to IT people than Malakhovka

Russia’s Economy: Modernization Strategy Reset
The government did brilliantly well and showed incredible rigor during this crisis. The anti-crisis work, the way the government handled COVID, everything that happened last year – this can be applauded. Another upside is that decisions which used to take years to discuss alone are now made in a matter of days. This is a completely different quality of work, so things are getting better

The Future of Russia’s Tax System: Stepping Up to the Challenge
The Tax Code is inconsistent with the current level of interaction between the tax service and taxpayers. [...] The Tax Code has been spoiled by thousands of changes that make it an unreadable document. A proposal has been made to prepare a new version of the Tax Code and move from detailed regulation (clear deadlines for the submission of documents, etc.) to the establishment of principles based on the fact that rationality and sufficiency should be the most important things

The Future of Russia’s Tax System: Stepping Up to the Challenge
It’s crucial to preserve the rules and promises that the state gives to taxpayers. Develop something that builds trust. [...] The tax on professional income grew out of the amendments for the self-employed. Back then, we viewed them as nannies and tutors, and said that if you come out of the shadows, you don’t have to pay taxes at all for three years. At that time, 1,200 people believed the government that they would not be touched; today, more than two million people believe

National Development Goals: Key Issues in the First Year of Work

National Projects and the Regions: Key Questions at the Beginning of the Road
We need to call off overregulating. It might make sense to give the regions an opportunity to regulate certain issues, let them decide. After all, we may go back to budgetary federalism. <…> The problem is that no method leaves them any room for maneuver

National Projects and the Regions: Key Questions at the Beginning of the Road
It’s impossible to improve the quality of life just by increasing salaries or benefits. A serious solution for complex objectives lies ahead of us. We can’t say that some national projects are a bigger priority than others. They can only be tackled all together

Fiscal and Tax Policy as Factors Affecting Economic Growth
There will be a decrease in excise rates for gasoline. We understand perfectly well how explosive the growth in fuel has been. This is 140 billion roubles in revenue shortfall, huge losses for regional road funds.

The New Economic Povestka* (NEP): The What, the How, the Who?
The two main ills are complete inefficiency and complete lack of responsibility. By adding money to any inefficient system, we are merely doing one thing – proving the opportunity to steal it more efficiently
