New Realities of the New World: A Game with No Rules?
Today, the West has broken virtually all tools and values upon which the international system of trust was based, ranging from currency to property rights, from access to education to the openness of science. A number of government figures have tried to point out that there are red lines which they would not want to cross. You will remember the statement of the US minister of finance, who said that the idea of confiscating Russian assets – rather than freezing them – would undermine trust in the American financial system. These are not people who are fighting on our behalf. They are fighting instead to preserve the instruments of trust which act to stabilize global society and the global economy, and allow them to develop. What is an interest rate on a loan? It is an assessment of the risks undertaken by the banks. And here, trust in relation to the global economy, to international institutions has been seriously shaken, and not only with regard to Russia. Over the coming years, we will see how this wave of distrust in established institutions – as managed by the collective West – will play out

New Realities of the New World: A Game with No Rules?
There were always unshakeable rules in science and education. There is a global cloud of outcomes, knowledge, and contacts. It is open to everyone, it’s free, and everyone is in support of access to this cloud. And now you see that for the first time in world history, there are attempts to exclude Russian and Belarusian scientists from this system of contacts, from this universal cloud. There are attempts to exclude our students, and prevent them from accessing new knowledge and presenting their own. These are fundamental changes, and are of the same magnitude as trespassing on someone else’s property,

A New Economic Policy for SMEs
We need to think about tax revenue from small and medium-sized businesses and not just about what benefits to hand out. It means that we have to create the conditions for businesses to sustainably fill the gap that will arise year by year in budget revenues as a result of the processes at play in the world

Global Competitive Position and Export Potential for Russian Education
Online education is an alternative to traditional learning. <…> It is a modification of part-time education. In Russia 33% of students study part-time; it is obvious that if we switch these programmes to online courses by the leading universities, we will significantly invest in the quality of their education

Reform of Regulation and Oversight: New Directions
We need a transition to a risk-based model of regulation and oversight and a rendering of its economic feasibility, including calculation of the likelihood of adverse consequences. [...] We must clearly see that the regulation and oversight of the state protect only public interests, relating to an unspecified number of citizens, leaving the private protection to the insurance system and the court

The Ecosystem of Innovative and Creative Entrepreneurship: from Education to Successful Startups
We need to support the development of research universities and ensure that we have at least one Russian university in the TOP 200 of each subject rating. <...> We need to transfer the network of innovative parks, business incubators, etc. created in the regions to regional core universities. About half of these innovative tools created in almost every federative subjects are filled with non-core businesses. It has nothing to do with innovation

The Ecosystem of Innovative and Creative Entrepreneurship: from Education to Successful Startups
There are two factors that ensure innovations in the economy. The first is that there must be demand for innovation. We always put up a state “crutch”. It is needed, but it can not replace a market where there is no demand for innovation. The market should have a scale commensurate with innovation. The second condition is a high level of education and research
