Healthcare: Accessibility, Quality, Results
Building of boarding guest houses at large regional hospitals. A person from Chukotka, for example, comes to Vladivostok and has some treatment. If he or she needs another 5 days after for further treatment, for control, he or she occupies a surgical bed. Although it is quite possible to move him or her to a boarding guest house, the difference in patient days is more than 10 times there.
If we vacate surgical beds from further treatment and initial examination before the surgical or other high-tech intervention, we will massively reduce the queue for planned and acute cases

We are ready to offer the Ministry of Health to make a pilot project in the Far East – a unified informatization system. We have quite a lot of experience working with big data, including medical, probably it would be right

If we build a large centre in each region, for example, for 48,000 people in Chukotka, we will spend RUB 8 billion. Then, we will also need to spend, I guess, RUB 800 million annually in order to treat there 3 patients a year. Will we get a job done? We will. Will we break the country? Sure

I would like to make a suggestion. If you qualify for a free tuition, you are subject to distribution after the graduation, 5 years. If you drop out earlier for some reason, you compensate the state the remaining years so that the state can use this money to prepare another person. Why do we pay people to study and then we say: “Thank you very much, we have fulfilled the plan”?

From the point of view of the country, healthcare is a project that never has enough money

Distance and remoteness are specific features of the Far East. The ratio of 44% of the territory of the country and 5% of the population, in my opinion, is completely insane. And if we blindly implement all those protocols and all those norms we receive from the Ministry of Health, then we will fail what the Ministry of Health asks us to do

The Book Industry in the Far East. Trends and Prospects
The interest of the state is to educate. If the state wants to live, to develop, to remain sovereign, it must educate young people, children – primarily children – teenagers to understand who will come after us. We will all leave some day anyway. If we raised them properly – ‘properly is a biased term from our point of view - and those who we think were raised properly will come, then everything will be fine from our point of view

The Book Industry in the Far East. Trends and Prospects
We keep saying that we need an ideology. No one has yet tried to formulate what we want to teach in the order of priority: mother, teacher, family, protection, homeland, love – there is none. This is the shortcoming of the state. This is what we are doing now

The Future of Youth Humanitarian Values: A Paradigm Shift
The sooner we make it possible […] for young people to achieve their potential, the better. […] I think we have two tasks here. The first is achieving potential, this self-realization. If a person wants to achieve their potential in something that we call humanitarian or basic values, then our task as the authorities is to provide this opportunity. And the second is to teach certain things, certain criteria. [...] Nature is a universal mechanism that regulates itself somewhere, and our task is not to interfere with it too much in this process

The Future of Youth Humanitarian Values: A Paradigm Shift
We presently have a great lack of some things. [...] The first is deeds, activity, results, work, creation. That is to say, a focus on action. The second is a moral quality, first of all, spirituality and patriotism [...] in the broad sense of the word. [...] And the third [...] is the development of humour

The Future of Youth Humanitarian Values: A Paradigm Shift
Volunteering, or providing selfless aid to one’s neighbour, is a vital component of human nature. […] It is an inherent ability, and even a necessity. Our task is not to implant the habit; our task is to create the necessary circumstances for it to take place. [...] At present, the state is focussing a great deal of attention on this. [...] We believe that 80% of what needs to be done for the development of humanitarian values among the young, [...] is currently being done
