2000 2007 worked as a Leading Legal Adviser, Acting Assistant Director General for Legal Issues, Acting Head of Legal Department, Head of Legal Department, Deputy Director General for Legal Issues and Corporate Safety of LLC Amur Coal, Raichikhinsk city.
In 2007 was assigned to a position of the Director of CJSC Russian Coal branch in Gukovo city.
From 2008 Director of the branch of JSC Russian Coal, in Blagoveshchensk.
2009 2010 held position of the Director General of LLC Amur Coal, Raichikhinsk.
On February 2, 2011 assigned to a position of First Deputy Minister of Construction, Architecture and Housing and Utilities Infrastructure of Amur Region.

On September 14, 2014, won the elections and became the Mayor of Blagoveshchensk City by receiving 38.68% of votes.
On March 25, 2015, was appointed as a temporary Acting Governor of Amur Region by the order of V.V.Putin, President of the Russian Federation.
On September 20, 2015 started to work as a Governor of Amur Region.
18 May 2018: Appointed Minister for the Development of Russian Far East by Presidential Executive Order.
21 January 2020: Appointed Minister for the Development of the Russian Far East and Arctic.
