The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of international conventions; exhibitions; and business, public, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 160 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 75 countries worldwide.

After graduating from the Faculty of Law at Saint Petersburg State University, he worked at the Leningrad Prosecutor’s Office as a senior prosecutor in 1985–1989.
1990–1994: head of the legal department, head of legal management at the St. Petersburg City Council.
1994–1998: chairman of the legal committee for the Mayor’s Office of St. Petersburg, Governor’s Office, St. Petersburg.
1998: Vice-Governor of St. Petersburg, chairman of the legal committee for the Governor’s Office of St. Petersburg.
1999: elected chairman of the board of directors for the International Investment Fiscal Union.
1999–2000: head of the government office, Minister of the Russian Federation.
2000–2003: deputy leader of the Presidential Administration of the Russian Federation.
2003–2004: first deputy header of the Presidential Administration of the Russian Federation.
In 2004: chief of government staff of the Russian Federation.
2004–2007: Plenipotentiary Representative of the President of the Russian Federation in the Southern Federal District.
2007–2008: Minister of Regional Development of the Russian Federation.
14th October 2008: appointed Deputy Chairman of the Government of the Russian Federation.
Since January 2020 — Deputy Chief of Staff of the Presidential Executive Office.
