After graduating from the Faculty of Law at Saint Petersburg State University, he worked at the Leningrad Prosecutors Office as a senior prosecutor in 19851989.

19941998: chairman of the legal committee for the Mayors Office of St. Petersburg, Governors Office, St. Petersburg.
1998: Vice-Governor of St. Petersburg, chairman of the legal committee for the Governors Office of St. Petersburg.
1999: elected chairman of the board of directors for the International Investment Fiscal Union.
19992000: head of the government office, Minister of the Russian Federation.
20002003: deputy leader of the Presidential Administration of the Russian Federation.
20032004: first deputy header of the Presidential Administration of the Russian Federation.
In 2004: chief of government staff of the Russian Federation.
20042007: Plenipotentiary Representative of the President of the Russian Federation in the Southern Federal District.
20072008: Minister of Regional Development of the Russian Federation.
14th October 2008: appointed Deputy Chairman of the Government of the Russian Federation.
