Graduated from the Department of International Economics of Moscow Financial Institute.
After serving in the Soviet Army and graduating, worked for Vnesheconombank of the USSR.
1992–1996: Deputy CEO, CEO, President of Mezhdunarodnaya Finansovaya Kompaniya commercial bank.
1996–2001: Executive Director and CEO of Norilsk Nickel MMC.
2001–2002: Governor of Taymyr Autonomous District.
2002–2010: Governor of the Krasnoyarsk Region.
2010-2014: Presidential Plenipotentiary Envoy to the North Caucasus Federal District.
Since 2010: Deputy Prime Minister of the Russian Federation.
Married with a daughter.
