The Right to Defence: Business in Russia and Abroad
We want to use statistics and analyse appeals... made at the pre-trial stage to identify the requirements which are most difficult to adhere to, or which are the most contentious or conflicting. Once this is done, we aim to work together to iron them out, including by using the well-known regulatory guillotine

How to Lower Regulation Burden: Calculate the Execution Costs or Structure Them?
Naturally, we really like SROs because they unify the market and provide suggestions. We like it when colleagues from an SRO raise the issue of making membership of their wonderful organization mandatory. But that is a separate matter, so mandatory membership of SROs can, on the whole, be looked at when the pendulum, swings back the other way

How to Lower Regulation Burden: Calculate the Execution Costs or Structure Them?
The fact that inspectors often penalize you for something simple, obvious, and, really, not always significant in terms of danger, is a problem, but becoming less so. …When we address this, and we will certainly address it, we will quite quickly see that if you carry out a thousand inspections and every inspection ends with a fine for having a 14-point font instead of 12-point, I think we will make an administrative decision on the value of those requirements and the inspections themselves

How to Lower Regulation Burden: Calculate the Execution Costs or Structure Them?
Regarding the register of mandatory requirements. This register is now being created on the basis of Federal Law 247. The work is proceeding smoothly. We need it to be a big, even if not huge, reference to be used by all our other information systems. Using this reference, we will be able to make our analysis better, see the violations, where and what to improve. But the register of mandatory requirements has another aspect – the service part. We believe that if we can make the register what we want it to be, it will allow us to create new services for business to check itself, aligned with the specific entity being monitored

How to Lower Regulation Burden: Calculate the Execution Costs or Structure Them?
In our view, given the task, ambition, speed, and scale, [the regulatory guillotine – Ed.] has worked very well indeed. A few criticisms have been voiced, but only a few. They can be cleared up as we go

Legal Guarantees Ensuring Entrepreneurial Freedom
Our primary short-term task was set by the Government in March–April. We started acting on it and  giving maximum liberty to businesses within the country by reducing excessive procedures and audits, extending permits and licenses, providing tax incentives and speeding up budgetary procedures

Force Majeure and the Inability to Fulfil Obligations in the Context of Sanctions
We did propose leaving the question, [...] whether the situation is due to unfriendly actions on the part of foreign states, which is a whole other topic, whether we’re talking about decisions made by the governments of these states, or in general about some kind of backdrop to cancel culture, which we were talking about, so - is it force majeure for domestic relations, [...] because actually in practice that is all that matters. For in relations with partners from those same unfriendly countries, as a matter of principle they are indifferent to what our legislator thinks. And, conversely, we have now quickly become indifferent to what their legislator thinks. The only question is whether the assets are there or here. So in domestic Russian relations it was important for us to avoid the domino effect with everyone starting to formally invoke this topic and refusing to fulfil their obligations

Enhancing Investment Appeal by Expanding Guarantees for Business
On 1 July, a new legislation [on the means of control and supervision, Ed.] came into force. It covers a variety of issues concerning the digitalization of supervisory activity, as it was important to get all the systems ready. These are large-scale changes to the former unified register of inspections. There is a tremendous potential embedded in this law, which all of us are going to use in the interest of protecting the rights of entrepreneurs. <…> The old-school practice of inspection every three years is left behind. In the future, no inspections will be performed in low-risk entities. Prevention should become key in the interaction between authorities and entrepreneurs

Open Government 2.0: What is the Right Policy Prescription for Russia?
The renowned website regulation.gov.ru was getting there with moans and groans. Nobody understood why the Ministry of Economic Development pestered them for publishing draft laws on this website. It all started with the regulatory impact assessment. I remember the ‘News’ section of the Ministry of Economic Development website announced that we were to discuss a draft order of the Ministry of Communications. The latter Ministry was quite surprised why it was featured in the news of the Ministry of Economic Development. <...> It all turned into the regulation.gov.ru, which is an essential part of our lives now. <…> It changed attitudes and helped improve openness significantly
