The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of international conventions; exhibitions; and business, public, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 160 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 75 countries worldwide.

Biography
Manuel S. Quevedo Fernбndez was appointed Minister of the People's Power of Petroleum by the President of the Republic, Nicolбs Maduro, in the Extraordinary Official Gazette No. 6,343, Decree No. 3,177, dated 26-11-2017. He was also appointed President of Petrуleos de Venezuela, S.A. (PDVSA), by decree No. 3,178, in the Extraordinary Official Gazette No. 6,343, dated 26-11-2017.

He graduated in 1987 as Officer of the Bolivarian National Guard of Venezuela (GNB) in the promotion named after the outstanding independence battle known as

"Queseras del Medio II".

He holds a degree in Fiscal Sciences, with a minor in Public Finance, from the National School of Administration and Public Finance (ENAHP); with a master's degree in Commercial Administration, from Queens University of Charlotte, United

States, in 2005. He also holds a Magna Cum Laude degree in Military Sciences and Arts, with a minor in Public Administration, from the Escuela de Formaciуn de Oficiales de la Guardia Nacional – EFOFAC (National Guard Officials' Training

School).

From 2015 to 26 November 2017 he served as Minister of the People's Power for Housing. From 2015 to 2017 he also served as President of the National Plan for the Rehabilitation of Homes (Gran Misiуn Barrio Nuevo, Barrio Tricolor).

He has held important positions in the Bolivarian Government, being ratified by the Head of State, Nicolбs Maduro, in the national coordination of the Foundation for the Housing National Plan (Fundaciуn Gran Misiуn Vivienda Venezuela).

From 2007 to 2009 he was Commander of Detachment No 53 of the GNB, Maiquetнa International Airport, Vargas state.

In 2005 he was appointed Director of the Office of the Bolivarian National Guard Commander General's Secretariat.

In 2002 he served as Personal Assistant to the Vice President of the Bolivarian Republic of Venezuela.

From 2001 to 2002 he was Personal Assistant to the Minister of the People's Power for Defense.
