The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of international conventions; exhibitions; and business, public, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

The Foundation was established in 2007 with the aim of facilitating the development of Russia’s economic potential, promoting its national interests, and strengthening the country’s image. One of the roles of the Foundation is to comprehensively evaluate, analyse, and cover issues on the Russian and global economic agendas. It also offers administrative services, provides promotional support for business projects and attracting investment, and helps foster social entrepreneurship and charitable initiatives.

Each year, the Foundation’s events draw participants from 208 countries and territories, with more than 15,000 media representatives working on-site at Roscongress’ various venues. The Foundation benefits from analytical and professional expertise provided by 5000 people working in Russia and abroad. In addition, it works in close cooperation with 133 economic partners; industrialists’ and entrepreneurs’ unions; and financial, trade, and business associations from 70 countries worldwide.

Guzel Ulumbekova has graduated from the Kazan State Medical University with honours in therapeutics. In 1994 Guzel Ulumbekova establishes and through 2006 heads the biggest medical publishing company in Russia — «GEOTAR-Media» — which defines the informational and educational policy in the Russian healthcare. In 2007-2009 she holds the position of Samara Governor’s Adviser on healthcare management, along with that holding responsibility for the elaboration of the Strategy of Healthcare Development in Samara Region. In 2008, Guzel Ulumbekova is appointed an Executive Secretary of the Commission for development of the «2020 RF Strategic plan of Healthcare and Public Health Development» and organized the work of that Commission.

From 2003 onwards Guzel Ulumbekova is engaged in active expert healthcare management activities in the Public Chamber of RF, the Chamber of Commerce and Industry of RF, State Duma’s HealthCare Committee of RF, Center for Strategic Research under the Ministry of Economic Development of RFt, WHO Council of Evidence-Based Medicine, etc. She conducts an analysis of the main healthcare draft laws in Russia: «On Healthcare in Russia», «On Compulsory Health Insurance», «On the Fundamentals of Public Health in the Russian Federation», etc.

Since 2003 Guzel Ulumbekova is leading a number of large-scale projects in medical education and healthcare management: elaboration and implementation of new-generation textbooks for medical students, clinical guidelines on various specialties, pharmacological guides under the program of the Federal drug reimbursement system, protocols, series of guidelines for primary care physicians and «National Textbooks» for doctors, development of Russian medical electronic library, etc. Among her personal projects are the following analytical documents: «Scientific Foundations for the 2020 RF Conception of Health Care Development», «CME Development in the RF», «Proposals on Health Care Quality Management in the RF», etc.

Guzel is the author of 3 editions of the monograph «Healthcare in Russia. How to Cope with the Current Challenges» (2010, 2015, 2019), co-author of the textbook for medical schools «Public Health and Healthcare» (2011), author and member of the editorial board of the National Guidelines «Public Health and Healthcare» (2013), editor-in-chief of the Guidelines «Improving the Quality of Medical Care and Safety of Patients in Medical Organizations» (2016). Her doctoral degree thesis was «Scientific Substantiation of Healthcare Development Directions in Russia in the Medium Term» (2014).

In 2003 Guzel Ulumbekova organizes the development and implementation of continuous medical education in the country, including her engagement in combining the work of scientific clinical centers of the Russian Academy of Sciences and professional medical societies in this area. Since 2015 Dr. Ulumbekova is the expert of All-Russia People’s Front central office.

In 2015 Guzel Ulumbekova establishes and heads the High School of Organization and Healthcare Management (VSHOUZ-KMK), a unique scientific, methodological, expert and educational center in the field of healthcare and public health. VSHOUZ-KMK annually organizes the largest international forum «ORGZDRAV: Effective Healthcare Management» (since 2013) which brings together more than 500 industry leaders; conducts an innovative education course for healthcare organizers; develops strategies for the development of regional healthcare systems; publishes the journal «ORGZDRAV: news, opinions, training. Bulletin of «VSHOUZ-KMK». In 2016–2019 on behalf of the organizers of the St. Petersburg International Economic Forum G.E. Ulumbekova acted as moderator and speaker of more than 12 thematic sessions.

In 2018, in order to implement the Presidential Decree No. 204 of May 7, 2018, G.E. Ulumbekova proposes a project management system to the Russian Academy of Sciences (RAS) to achieve the target of 78 years life expectancy at birth by 2024, coordinates the development of scientific and clinical programs for the National Healthcare and Demography projects. She is currently coordinating the work of the interagency Council of the Russian Academy of Sciences (RAS), approved by the Presidium of the RAS, on the development of the National Drug Policy for the period 2020–2030. She is responsible for macroeconomic calculations and the scientific substantiation of the program for the development of innovative drugs.

Guzel Ulumbekova is awarded by Gratitude of the Presedent of the Russian Federation (1996 and 2018).
