National Development Goals: Key Issues in the First Year of Work
We must reach out to the people. Governors, city mayors are to take on this role as it is vitally important to convey this information properly. Sometimes it could be simply listening; possibly even refining the strategy so that it is worthwhile for the good of a person and has a relevant outcome

The Role of Health Insurance Organizations in Delivering Obligatory Health Insurance Systems
When introducing the rating of healthcare facilities, the rating of medical insurance providers must be introduced as well. And it is very important for the patients, so that they knows where to go, how to choose an insurance provider that would not just issue a policy, but that would support the patients, because that is why the patient chose this provider in the first place

The Role of Health Insurance Organizations in Delivering Obligatory Health Insurance Systems
Insurance companies must not only inform the insured that they can undergo medical exams, but also monitor this process. <...> Insurance representatives <...> must monitor the so-called specialized hospital admissions, and make sure that patients are in fact admitted to hospitals where they can and should be provided with the care they need

We’ve had a replacement. Sometimes we replace even administrative authority with financial one. It’s a truly dangerous thing. We don’t let the regions develop and in certain cases we don’t give them a chance to make their own decisions, that will focus on the national projects, their performance targets and national goals

Fiscal and Tax Policy as Factors Affecting Economic Growth
We will have to hold a dialogue not only at the federal level, but with all 85 regions about what real measures and what real indicators are behind the implementation of the priorities that we have given the simple names of education, healthcare, demography, etc. This is important because the position should be consolidated. If there is a fragmented approach to the sectors, nothing good will come of it. We did not have a very good experience in the previous 6 years, when this internal disconnection led to the regional budgets’ being severely unbalanced on account of their additional obligations.

Fiscal and Tax Policy as Factors Affecting Economic Growth
I am committed to changing the insurance system for non-working people because it imposes quite large liabilities on the budgets of the regions. To date, it has had a very serious impact on the entire building of intergovernmental fiscal relations.

The New Economic Povestka* (NEP): The What, the How, the Who?
People must be at the heart of all changes. And the social sector, which works to these ends, must facilitate these changes. It is crucial that we work on building a life-long education system. The state must inform people about what social services they have access to. Currently, there are over 317 services, which people don’t know about
