Higher Education in the East: A New Quality of Teaching
I think that Far Eastern universities should set themselves a different task – to attract the best students from the “mainland”, from different regions, including Moscow. And here there is a huge potential for graduate and postgraduate students. The unique natural, climatic and other features of the Far Eastern regions... under certain conditions, make this region attractive for education. <...> After that, as we understand, there is an effect of the formation of a special environment in a particular Far Eastern region, since such people bring new things with them

Higher Education in the East: A New Quality of Teaching
The remoteness, the mentality, the initial situation [in the regions of the Far East. – Ed.] are radically different from what we have in other regions of Russia. <...> Perhaps no other place has such a problem of personnel outflow like what we have in the Far East

Higher Education in the East: A New Quality of Teaching
We need to be patient and not demand quick results over a year or two years. Universities live in long cycles, change in the team is always very inert, changes take a long time and manifest themselves in a very non-obvious way. <...> It is necessary to wait, in the medium term. If we consistently, correctly determine priorities, if we give teams the opportunity to prove themselves, with the support of the regions, then we will have results

Genetics and Law: The Challenges of 2020–2030
Before we regulate something, we need to understand what we are regulating. This is why we initiated a major stocktaking. <…> Eventually, we hope to complete this stocktaking. <…> Stocktaking should probably go beyond one federal authority. We need to look through a broader lens

Genetics and Law: The Challenges of 2020–2030
If we look at our legislation and the general notion of bioresource collection, we have two definitions, and both of them are private. The Federal Law on Wildlife Protection adopted back in 1995 contains a definition of zoological collection. The Federal Law on Biological Security on the Russian Federation adopted in late 2020 defines collection of pathogen microorganisms and viruses, which is about 10% of total bioresource collections

Genetics and Law: The Challenges of 2020–2030
Our main goal is to develop at least one fundamental federal law on bioresource collections. As always, it needs to be aligned with the existing regulations, including the Law on Biological Security, on Wildlife Protection, a whole number of laws on agriculture, medicine, etc., as well as a series of statutory acts

APEC CCHE’ 10th Anniversary: Achievements and Prospects
The pandemic has hit foreign students very hard. [...] And today, part of the competitive advantage of a university lies in its ability to provide quality education in general while also providing very comfortable and safe conditions for being on campus

APEC CCHE’ 10th Anniversary: Achievements and Prospects
We need new teaching methods. New digital teaching methods because [...] there is much more remote, distance learning taking place here now. The transition to a digital format required different skills from teachers, and we understand that this incorporates a completely different teaching method. What kind? This is still up for discussion. […] It is necessary that we present knowledge in a different way and build relationships with the student in a different way [...] It is impossible to work entirely remotely, since this leads to a significant deterioration in the quality of education

APEC CCHE’ 10th Anniversary: Achievements and Prospects
The main topic of the conference today is a transformation […] of the system of higher education in the face of the constraints that are emerging due to the coronavirus pandemic. [...] After a year and a half, we can say that the system of higher education in Russia, and in the world in general, has managed to cope with this challenge, largely thanks to leading universities, and has grown stronger

Network of University Campuses – Russia's Intellectual Belt
[They need to work together] on the campus construction project itself. The first key point is that we not do them without regions. You should see that the federal and regional authorities are always close by

Network of University Campuses – Russia's Intellectual Belt
Maintaining and operating campuses is a huge job and [requires] special skills. For some reason, we think that building them is a major task and then it will all be somehow managed on its own. No. During the next stage, the ministry, together with our colleagues from banks and development institutions, will carry out a lot of work to train management teams, including using the experience of the best Russian universities in campus management

Network of University Campuses – Russia's Intellectual Belt
We don’t think about these campuses in the same logic as social security, when we take public money, build and then load all this infrastructure on the shoulders of universities and say: ‘Now deal with this’. No, we held discussions with [acting Khabarovsk Territory Governor] Mikhail Degtyarev about how this is a distinctive feature of the new generation of infrastructure policy. We are building them with multichannel financing and the use of private funds

Low-carbon Development and Climate Policy: Opportunities for Russian Businesses on the Global Decarbonization Agenda
The first serious, large-scale problem facing our country is the creation of a non-discriminatory system to assess the balance of greenhouse gases. The project that we launched [a pilot project to create testing sites in several Russian regions to calculate the carbon balance, where research will be carried out to create technologies to monitor and analyse the ability of territories to capture and store carbon from the atmosphere] is actually very small-scale – it’s only seven regions with carbon testing sites so far […] We have joined efforts with a huge number of universities and institutes. Their efforts were disorganized: some of them were working with image processing, some with agricultural technologies, and some were researching forests. All this needs to be united to create an independent assessment, a carbon control system [...] It turned out that we don’t have ready-made solutions, but we cannot borrow them, and such a system must be scientifically grounded. Since science is international, it must not only be recognized within the country. It should above all be understandable for our partners, for those who are already to conduct relevant research in other countries. And ideally, of course, the system used to independently assess the carbon balance should be adopted by our colleagues in associations at the very least, perhaps within the BRICS

Low-carbon Development and Climate Policy: Opportunities for Russian Businesses on the Global Decarbonization Agenda
Tectonic shifts are expected in the economy, in the organization of business, and in technological development. I would like to point out to everyone that all the problems on the climate agenda – and we are not yet fully aware of this – will have a significant impact on the content of education

National Technology Initiative Olympiad: A Social Lift for a Team of Technological Breakthroughs
A modern university is inconceivable without the function associated with the transfer of knowledge to technology. They are very closely connected, not the same thing, but very closely connected to the entrepreneurial culture, to training. Given that universities today are actively connecting with public schools, it would be wrong not to interact with schoolkids and miss on an opportunity to create self-fulfillment for kids who would like to achieve something great while in school. We should not miss a chance to create opportunities for them to express themselves and try entrepreneurship
