Lyubov Yeltsova was born November 11, 1962.
Graduated from the F.E. Dzerzhinsky Moscow State Institute of Railway Engineering and from the Russian Presidential Academy of the National Economy and Public Administration, CSc (Econ.).
For 13 years, worked for executive authorities: Federal Employment Service of Russia, Ministry of Labour and Social Development of the Russian Federation.
2001–2008: worked for the Mining and Metallurgical Company Norilsk Nickel, the last three years as Deputy Director of Transpolar Branch in Norilsk.
January 2009 – mid-May 2012: CEO of the Insurance Company Soglasie, LLC.
By Resolution of the Russian Government No. 979-r, dated June 14, 2012, appointed Deputy Minister of Labour and Social Protection of the Russian Federation.
At the Ministry of Labour, she is in charge of labour remuneration, labour relations, social partnership and development of the system of professional qualifications.
