Impact Investing: Does the State Trust Commercial Partners to Achieve Social Goals?
We can act as an operator, i.e., assess the effects and structure the platform. We can use SIBs and help simulate them. We can participate in coming up with approaches to determine quantitative and qualitative indicators because we have experts. We can initiate projects since we have a large client base, and our clients want to implement certain projects

Impact Investing: Does the State Trust Commercial Partners to Achieve Social Goals?
We believe the main thing is to correctly define the goals. This is the state’s role. It must determine what it wants at the moment, and here the success of this project will depend on how well this goal is correctly defined

Of course, we would like to have some sort of support, including for us, from development institutions. It could be methodological, it could be financial, or it could be some kind of incentive for those who will participate. The second, of course, is an experiment, and it’s clear that the methodology is being worked out as part of the experiment, but we would like to have clear approaches to calculating the social effects

Impact Investing: Does the State Trust Commercial Partners to Achieve Social Goals?
Of course, we are dealing with the fact that private investors still don’t always trust the state since they are investing money. And it’s not known whether they will recoup this investment or not

A very good mechanism for attracting investors via the SIBs is training for experts who will evaluate the effect. Of course, this will provide an incentive to implement a project. I think that teaching everyone these skills in evaluating the effects of projects and participating in them is, of course, such a huge focus in terms of stimulating these projects

Big Data as a New Form of Public Administration
We are a big data holder [...] We are currently processing 350 million requests from 2,500 counterparties. These include the federal and regional authorities and about 40 million requests from citizens [...] We have combined our own data into databases [...] Now we have 155 million individual personal accounts and a single identifier [...] The next stage is artificial intelligence, and we already see such platforms for ourselves. Last year we tested the system of assigning pensions based on artificial intelligence [...] It’s a single contact centre, i.e. whenever and from wherever a person contacts us, he/she is identified using the identifiers that are employed

Big Data as a New Form of Public Administration
Government agencies are not yet ready to work on the basis of digital data. We need competent personnel from the point of view of digitalization, and we need competent personnel who work with data

Public Financial Literacy as the Basis for Financial Stability
Starting from 2011, we have been publishing a course book for high school and college students. Itis called ‘All about future retirement”. <…> We have given over 6 million open classes. <…> We would like to explain pension insurance better through academic programmes. <…> We believe it will stir interest to this product, and when getting a job, young people will ask the right questions
