Vitaly Denisov was born on 6 February 1974 in the village of Monakino, Ussuriysk District, Primorye Territory.
In 1998, graduated from Krasnoyarsk State Medical Academy with a degree in General Medicine. In 2000 he completed postgraduate training at the Social Hygiene and Health Organization. During his studies, he worked as a nurse at the Regional Hospital’s burn unit and the Regional Hospital for War Veterans.
In 1998–2000, took clinical internship at the Department of Social Hygiene and Health Organization of Krasnoyarsk Medical Academy.
In 2000–2001, worked as methodologist at the Organizational and Methodological Department of the Regional Bureau of Medical Statistics under the Health Department of the Administration of Krasnoyarsk Territory.
In 2001–2007, took position of the Leading/Chief Specialist of the Department of Healthcare of the Administration of Krasnoyarsk Territory, Agency for Healthcare and Drug Provision of the Administration of Krasnoyarsk Territory.
In 2007–2010, Dr. Denisov was Chief Physician at Kezhma Central Regional Hospital in Kodinsk, Krasnoyarsk Territory.
In 2010–2012, headed the Administration for Compulsory Health Insurance of Krasnoyarsk Regional Compulsory Health Insurance Fund.
In 2012–2018, he worked as Senior Lecturer (from 2018, Associate Professor) at Krasnoyarsk State Medical University, Department of Healthcare Management, Institute of Postgraduate Education.
In 2012–2018, took position of the Chief Physician of municipal clinic No. 14 in the city of Krasnoyarsk.
Since June 2018, Vitaly Denisov has served as Healthcare Minister of Krasnoyarsk Territory.
